The law repeals the obligation to declare and verify the source of funding, but so far, Prime Minister Edi Rama has made it a fact by granting investment permits up to 50 million Euros, with or without banking channels and without declaring or asking for the source of income and their origin...

Four years ago, when Prime Minister Edi Rama announced the draft law for fiscal amnesty, up to 2 million Euros for each person who declared savings in emigration or within Albania, the aim was to legalize the money of the criminal world and corruption.

Babloku officially made this scheme public after taking office for a third term, but it faced opposition from the US, EU, World Bank, and IMF, which, during the years 2021-2023, blocked attempts and maneuvers to approve it 9 times.

He is no longer mentioning the fiscal amnesty bill, but "de facto" has applied it and is applying it, through the law on strategic investments, approved in May 2015 with amended deadlines until December 2024, a period when he granted 117 permits on the coast.

The deadline for the implementation of the law was postponed 3 times, creating ample space to allow the use of money from crime and corruption in the construction of tourism, towers and hotels in Albania.

But on December 10, 2024, Prime Minister Edi Rama used the almost anonymous SP MP, Pranvera Resulaj, to propose extending the implementation deadline and some changes to the law on strategic investments until December 2026, allegedly due to the economic need for tourism investments.

In fact, this is Edi Rama's scheme in collaboration with his clan in government, with oligarchs and mafia groups inside and outside the country, to clean up the billions of the underworld and corruption, with massive construction on the coast and their preferred areas.

The extension of the term of this law until December 2026 was approved by SP deputies on the orders of Prime Minister Edi Rama, but a modification was also made to this law, which was not in the initial draft, proposed by Babloku through the MP from Vlora.

According to the law adopted in 2015 and postponed 3 times, the maximum limit allowed without bank declaration and financial source was up to 5 million Euros, while above this value, they had to be filtered by the State Bank, the Ministry of Finance and the Directorate for the Prevention of Money Laundering.

Meanwhile, in the new project, the definition of the limit of verifiable financial value has been completely removed, allowing individuals and companies to invest up to 50 million Euros, with or without banking channels and without declaring or being asked about the source of their income and origin.

In the Committee on Productive Activities and the Committee on Economy and Finance, the SP MP, Pranvera Resulaj, who proposed the legal amendments, and the SP MP, rapporteur Lart Duraj, stated that this law should be approved as soon as possible, since the government is awaiting approval for 60 other strategic investment projects with a total value of 2.7 billion Euros, in addition to the 1.4 billion Euro project on the island of Sazan.

The law has also been amended so that requests for strategic investments are no longer approved by the Council of Ministers, but by the Strategic Investments Committee, a committee that reports to Bablok.

This committee also has the authority to donate coastal lands to private individuals of Babloku's choosing for "1 Euro", while the law is "de facto" an implementation of fiscal amnesty that allows the laundering of billions of the world of crime and corruption./ Pamphlet
