The June 1 fire at the Elbasan Landfill: A crime to destroy evidence of 9 million euro corruption?
4 deliberate arsons, discontinued investigations, a non-working incinerator and a prosecutor defending his brother the mayor; will SPAK dare to enter the scheme of burning the facts in Elbasan?
The fire that broke out on the morning of June 1, 2025 at the Elbasan Landfill was not just an environmental incident – but a well-organized act to cover up the traces of a colossal theft. Four days after the landfill administrator, Leli Kaja, and 9 officials from the partner municipalities were summoned to the prosecutor's office, the waste was set on fire. And this is not the first time.
This is the fourth arson attack since October 2022, when Leli Kaja took over the management of the ECO-ELB company. In all cases, the incinerator, which has never worked, has been used as an excuse for fictitious tenders and theft of funds, disguised as maintenance, installation and energy production.
The prosecution does not investigate, because the incinerator "burns" political evidence
Despite reports from SHISH, anti-economic crime, and environmental experts, who described the fire as intentional, the Elbasan prosecution has declared that it was a "natural spontaneous combustion." Why? Because at the head of this institution is prosecutor Kreshnik Ajazi, brother of Besion Ajazi, mayor of the Municipality of Gramsh, one of the partner municipalities in this scheme.
This serious conflict of interest has blocked the transfer of the case to SPAK, although in every aspect, it is its exclusive competence: arson to destroy evidence, financial fraud over 9 million euros, document forgery, corruption with tenders and state fraud for an incinerator that has not functioned for a single day.
How does the scheme work?
Through false reports and fictitious expert reports, Leli Kaja has justified the continued theft of public funds through dozens of tenders for "incinerator activation", "technical maintenance", "technological testing" or "environmental impact measurements".
Meanwhile, the mayors of the 7 partner municipalities (Elbasan, Gramsh, Librazhd, Belsh, Cërrik, Peqin and Prrenjas) have made payments with fake invoices, transferring 8.9 million euros to an incinerator that has never produced anything. Just 1 day after the last fire, another tender was announced: 600 million new lek for "waste disposal", given to the company "Mela Sh.pk", even though the waste had already been reduced to ashes.
SPAK or the shameful silence
If justice was silent about the previous fires, there is no longer an alibi for this latest one. The file is full of evidence:
-Fictitious financial transfers
-Tenders without competition
-Incinerator turned off with balance sheets lit
-Officials setting fire to cover their tracks
What is expected now? Will SPAK dare to break the wall of silence and take charge of this criminal file? Or will prosecutor Ajazi continue to protect his brother and a network of incriminated mayors and leaders, who burn not only the remains, but also any evidence that links them to the theft?
