The Governor of the Central Bank of Kosovo (CBK) Ahmet Ismaili has decided to remain silent about the fraud of consumers by insurance companies.

The biggest post-war financial crime is being kept hidden by the CBK, the body responsible for fighting it.

There are about 400,000 Kosovars who have registered and insured vehicles in Kosovo and their personal data has been transferred to online servers of foreign companies, this action is not only illegal, but also dangerous for the personal and national security of the country.

The company "Quantix" together with the criminal group of insurance companies have not informed the buyers of insurance policies that their personal data in detail can be transferred abroad. The pamphlet learns that they unilaterally then changed the terms in the citizens' contract with the insurance companies, without notifying their customers in advance.

"Pamphlet" possesses all the documentation and data about this scandal and is following the case AG (name known to the editors). This person has now filed a lawsuit against the insurance company "Dukagjini", where he registered the vehicle and the data he claims were sent abroad.

Since 2021, he is waiting for a response from the state. Before filing the lawsuit, the AG filed a complaint with the CBK as well as with the Information and Privacy Agency (AIP), but even after two years, he has not received a response. However, she suspects that her case is being neglected even by the judiciary and is trying to be silent as a scandal that shakes the foundations of many institutions in Kosovo. Even the AG's legal office told Pamphlet that so far no court session has been called for this case by the Basic Court in Pristina where the lawsuit was filed.

According to the information we have, Governor Ahmeti has said among his friends that he is not interested in this scandal, since according to him the decision was made during the time of former governor Fehmi Mehmeti. Ahmet's logic is simple: after I made this decision, what do I care about protecting the rights of the consumer or the insurance companies.

Shefik Gërbovci, the new director of BKS, has not responded to the Pamphlet, although he has been contacted regarding the information we have that investigations are underway against the QUANTIX company for the so-called anti-fraud software.

Selatin Kaçaniku, head of the NGO "Consumatori" says that the state is not doing the work that it has in its mandate and obligation, in terms of quantity and quality, the misuse and mismanagement of personal data of consumer citizens is continuing. "Personal data, sensitive information, even those that should be classified do not have adequate protection. It is the duty of the justice and law enforcement mechanisms, in particular of the responsible, relevant prosecutions to react EX OFFICIO, according to the official duty, without waiting for a presentation sheet, denunciation, complaint, to investigate the applicability of the legal violation. The institutional responsibility and the Justice System is very high and delicate. This, in particular if we take into account the probability that provoking / risking widespread discontent among the people / in mass / among 400,000 consumers with twice as many members of their families, creates a high risk for stability in the State?! The Justice System, according to him, is acting as if it were a "Party System", not just the one in power.

Kaçanik says that the misuse of personal data of the individual represents a danger for the State, for the Constitution, for democracy... " Negligence, ignorance, conflict of interest, political-mafia network, corruption - division of "tall", division of spheres - fields , markets, parallel powers of interest, as in vehicle insurance...etc. Because neither this Government nor this Parliament, nor the Ministries, in particular MINT, do not recognize the cause of the citizen - the consumer family, they do not recognize the consumer citizen".
