Prime Minister Edi Rama is terrified by the fact that SPAK has sent him several times the official notice to appear before investigators, where he must answer for links to crime and corruption affairs, for which ministers, MPs and directors have been arrested, imprisoned and are under investigation.
On July 8, 2024, "Pamfleti" published news obtained from sources within the BKH, that a "Black Envelope" had been sent to the Prime Minister's Office by SPAK, labeled "Notice-Call" for Edi Rama to appear for questioning in connection with investigations into several criminal cases.
On July 5, just 24 hours after Ilir Beqja's arrest, SPAK leader Altin Dumani asked Edi Rama, subject to the inevitable protocol agenda inside or outside Albania, to appear by July 25, 2024, to provide the requested evidence.
Along with the summons, Babloku was informed that he would be questioned about landfills, PPP in healthcare, contracts with "1 Euro", assets given under the term "Strategic Investor", the "McGonigal" case, and the involvement of criminal groups in construction, tenders, and election campaigns.
Babloku would be questioned by 2 investigators, in the presence of Altin Dumani and an FBI expert, who is part of the BKH; but with the tolerance that the questioning could take place at the Prime Minister's Office, due to the special duty and immunity he has,
But Edi Rama, until July 25, 2024, avoided confronting BKH, SPAK and the FBI, by setting up meetings outside Albania, while SPAK did not withdraw from the planned request to question him, sending him 5 more summonses; the last one on February 3, 2025, but he evaded.
SPAK continues to insist on questioning Prime Minister Edi Rama, of course not by force because the law prohibits it, but starting from a request addressed to the Presidency of the Assembly and the seizure of his phone, a request which it has submitted for approval to the Special Court.
Apparently, Babloku was informed of the request to seize the phone by prosecutors or judges, his "soldiers"; something he manifested a week ago at the meeting of the SP parliamentary group, where, pale and with a trembling voice, he warned and threatened SPAK and the Special Court not to even dare to ask for his phone.
