
Official documents prove that the defendants in the "Partizani" affair, Jamarbër Malltezi and Fatmir Bektashi, are partners in at least 11 complexes of buildings and villas, while SPAK is silent about the false balance sheets and seized assets that continue to operate...
After the publication of the news by "Pamfleti" on June 28, 2024 about the construction of the "Ballada" complex in Farka, Jamarbër Malltezi reacted in threatening tones to the media, denying any connection with Fatmir Bektashi and calling it "slander". But official documents show the opposite: since March 2020, both are partners with 50% in the company "Kontakt&Magnet IMO Sh.pk", where they have merged their companies "Magnet IMO" and "Kontakt", respectively.

Through this company, the two defendants in the trial for the former "Partizani" complex land affair have built and are building a series of complexes in the suburban areas of Tirana such as "Phoenix", "Ursa", "Leo", "Sirius", "Mangalem 21", "Marga", "Magnet", "Kaimi", "Kadiu", "OXA", "SiRi", "ABA", "Nokia" and most recently "Ballada" in Farka and "Pyjet e Drilonit" in Pogradec.
All of these permits were granted with the political blessing of the government, while for "Ballada," the permit was granted directly by Edi Rama. The project in Drilon does not yet have a construction permit, but has received the green light informally.
The company "Kontakt&Magnet IMO Sh.pk" has built and sold 1440 apartments and 218 villas, while reporting losses in its balance sheet, a fact that SPAK is not investigating. The same silence applies to the origin of the properties where these construction complexes were built.
Another scandal is related to the fact that the company "Magnet IMO", 100% owned by Jamarbër Malltez, has been under seizure by decision of the GJKKO since October 30, 2023. Eglantina Osmanlli has been appointed as state administrator for it, but in the official records, the administrator continues to be Vladimir Xheka, a man close to Malltez.

SPAK has so far not provided any legal clarification on the continuation of the activity of this seized company, nor on the ongoing partnerships between the two defendants, much less on the permits that continue to be issued to them.
This situation raises serious doubts about selectivity in the investigation and the fictitious functioning of the seizure measure. In the face of this, the silence of the special prosecution makes it even clearer that the "Partizani" affair is only the tip of a large construction and financial pyramid that has received the blessing of all levels of government./ Pamphlet
