The acting mayor of Tirana, Anuela Ristani, has ordered a study to turn part of the Artificial Lake Park into a development area with buildings. The study, according to sources, will be sent for approval to the Territorial Development Agency and the National Territorial Council, chaired by Prime Minister Edi Rama.

This development reinforces the warning of the "Pamphlet" dated May 27, 2025, about a scheme that aims to build towers in another area of the park, this time using as a pretext a concert by singer Rigels Rajku, known as Noizy.

Ten days before the May 11, 2025 elections, the Municipality of Tirana granted Noizy a temporary two-week permit to use public space in the park for a concert. According to the permit signed by the General Secretary of the Municipality, Jonida Halili, the rapper had the right to use a limited area and with the obligation to rehabilitate any damage after the event.

But in practice, with the tacit approval of Anuela Ristani and other institutions such as IKMT, the Protected Areas Agency, and the State Police, Noizy occupied and leveled 42 thousand m2 of parkland, uprooting trees, bushes, and paving it with gravel.

Now, two months after the concert, this space is being turned into a construction site for towers. Sources indicate that Babloku has reserved this area for two of his clients: businessman Ilir Trebicka and Ylli Ujka.

Mayor Ristani has instructed the Municipality's Territorial Development Directorate to prepare a study for the area's return to a development zone. This document is expected to be completed by August 2025 and submitted for approval to the Municipal Council and then to the AKPT and KKT.

This plan would not have been possible without a prior agreement between the Municipality of Tirana, the Ministry of Environment, and the Prime Minister's Territorial Development Agency, to remove this area from park and protected area status.

In this scenario, Noizy has been used as a tool to legitimize the destruction and transformation of the park into another construction site, in the service of clientelist interests./ Pamphlet
