5.7 million euros have evaporated in Elvis Naçi's shady family foundation: Money circulation that raises strong suspicions
Behind the modest house of the shady 'godfather' imam Elvis Naçi on the outskirts of Tirana, lies a terrifying financial empire, the product of the theft of earthquake funds and donations for the underprivileged, fraud schemes, propaganda, YouTube censorship, money laundering, suspicious transactions, bargains and financial scams.
The 'brain' of Elvis Naçi's enrichment, money laundering, propaganda and censorship schemes is this character named Ilir Hoxholli.
Owner of several shops and bars with dubious sources, Ilir Hoxholli is known as Elvis Naçi's black hand in financial calculations, investments, diversion of funds, etc.
Hoxholli, not coincidentally, held the position of Secretary of the Reconstruction Committee, a process that according to several investigations was used to extort millions of euros.
He was appointed to this position by the Prime Minister himself, who on December 30, 2019, stated; "But before I give the floor to the chairman to update the situation, I would like to share with you the opinion that in the conditions where the chairman of the committee, Mr. Ahmetaj, has been appointed Minister for Reconstruction, we will appoint a secretary of the committee and I would be very pleased to propose that Mr. Ilir Hoxholli, with whom we share a work experience and who represents the rest, solidarity organizations for people in need. He guarantees direct participation in the coordination process, guaranteeing concrete interaction, every step of the way with all other factors and also guaranteeing the presence of a more dedicated eye in aspects of transparency."
And Rama, who has half of his ministers and directors in prison for theft, never disappoints with his choices. Reconstruction funds ended up in the hands of a gang of clients, while millions of euros collected by charities disappeared.
Elvis Naçi and Ilir Hoxholli appeared everywhere with bags of food in hand. On the other hand, they started raising funds, using Naçi's family-owned foundation, 'Firdeus'.
Elvis Naçi has stated that the aid collected through the 'Firdeus' foundation, for the earthquake, amounts to over 9 million euros. On August 12, 2020, the Firdeus Foundation, represented by Elvis Naçi and the State Ministry for Reconstruction by Arben Ahmetaj, signed a cooperation agreement for the construction of 168 apartments for the homeless in Thumanë.
“9 milionë e 50 mijë euro donacione nga shqiptarët për shqiptarët, do të shkojnë për rindërtimin e 168 banesave individuale në Thumanë, e në varësi të nevojës, edhe në njësi të tjera brenda zonës së dëmtuar nga tërmeti i 26 nëntorit“, thuhej në njoftimin zyrtar.
Nga të dhënat që kemi siguruar rezulton se 160 shtëpi të ndërtuara nga Naçi me paratë e mbledhura nga Fondacioni Firdeus, përfshijnë në total rreth 13 mijë m2 ndërtim.
Një banesë është mesatarisht 80 m2. Qeveria hoqi TVSH dhe të gjitha taksat, duke ulur në maksimum koston e ndërtimit. Kostoja e ndërtimit nuk kalon më shumë se sa 300 euro metri katror. Madje me lehtësirat e shtetit, kostoja e metrit katror ka zbritur në 200 euro.
Kujtojmë që në periferi të Tiranës, fondacione të tjera kanë ndërtuar shtëpi me kosto edhe 215 euro m2. Rreth 13 mijë m2 ndërtim, pra 168 banesa, kushtojnë 3.8 milionë euro. Fondacioni Firdeus ka deklaruar mbi 9 milionë euro donacione, plus 500 mijë euro që ia ka dhënë mediave afër tij. Pra në total 9.5 milionë euro.
5.7 milionë euro kanë avulluar në fondacionin e errët dhe familjar të Elvis Naçit.
Ku kanë përfunduar 5.7 milionë euro të zhdukura?
Përpos Elvis Naçit, se ku kanë përfunduar paratë e di edhe 'dora e tij e zezë', Ilir Hoxholli, të cilin Edi Rama e quajti 'syrin e transparencës'.

Kjo qendër fizioterapie te Komuna e Parisit, e quajtur Canadian Physio Center, një investim qindra mijëra euro, dyshohet se është një pasuri e Elvis Naçit, kamufluar në emrin e vëllait të tij, Ilir Naçi, i cili fillimisht kishte 90 % të aksioneve dhe aktualisht 50 % të aksioneve.
Qendra e fizioterapisë është hapur në shtator të vitit të kaluar, me burim të dyshimtë parash, kamufluar me një kompani fantazmë me kapital 100 mijë lekë.
Në emrin e Ilir Naçit, rezultojnë disa pasuri të paluajtshme me vlerë miliona euro si apartamente, lokale dhe një hotel në Vlorë. Pronari real i këtyre pasurive dyshohet se është Elvis Naçi, ndërsa burimi i parave dyshohet se është fondacioni i tij familjar.
Një vit pas tërmetit, kur kishte mbledhur paratë, befas Naçi hapi një dyqan luksoz syzesh, ndërsa bëri thirrje që njerëzit të luteshin që t’i ecte mbarë pazari.
“Beni lutje vëllezer dhe motra që dyqani optikës, ‘Optika Elitare Milano’, që kam hapur të na shkojë mbarë, nëse ecën mirë kam deshirë të dhuroj një shtëpi për një familje të varfër inshaAllah. Zoti ju begatoftë. Amin”, shkruante Naçi në Facebook.
Biznesi i ri me emrin “Optika Elitare Milano” është një investim me vlerë dhjetëra mijëra euro. Nuk dihet nëse këtë dyqan e ka ngritur me paratë e mbledhura për tërmetin apo me donacionet për njerëzit në nevojë, pasi Naçi ka disa linja mashtrimi dhe përvetësimi parash.
Elvis Naçi's wife, Fatime Naçi, known as Fatma, is a member of the board of directors of the Firdeus Foundation, along with Andi Qinami, who is Elvis Naçi's butler. Her name has also been linked to several assets of dubious origin, including shops in Tirana.
Part of the board are Marvin Naçi, who is the son of the uncle of the sheikh imam, and Florian Brinja, who is the son of Naçi's aunt. On behalf of Naçi's close circle, part of the foundation as board members, several businesses appear, for which we do not know whether they originate from the foundation or not.
Scheme with operations
The evaporation of funds collected for families affected by the earthquake is not the only suspected affair of Elvis Naçi and his deputy Ilir Hoxholli.
The main scheme consists of fraud with the cost of health operations. If an operation costs 20 thousand euros, 100 thousand euros are declared in the papers, thus stealing the money. It cannot be denied that children in need have been helped, but it is suspected that millions of euros have been extorted in their name for years.
Money laundering with the hospital?
In November 2019, the charitable foundation "Firdeus" led by popular hoxha Elvis Naçi, attracted media attention when it was revealed that it had purchased 100% of the shares of a small private hospital called 'Continental' for a sum of 350 thousand euros. The hoxha, who collects donations to help the poor, was exposed in this case for the financial power of the Firdeus foundation.
Naçi defended himself by arguing that the hospital would serve, among other things, to provide health services to poor people. But what was not noticed at the time was the financial situation of the company that was purchased for this amount.
Continental Hospital is actually a company with continuous financial losses, according to company data published in the National Business Center. Suddenly, after the acquisition by Naçi, the losses began to deepen and the turnover to increase. The more the annual turnover increases, the more the loss deepens.
In October 2021, Naçi sold the 'Continental' Hospital to the World Bektashi Patriarchate for a sum of 850 thousand euros. The hospital is now one of the best hospital centers in Tirana.
Money circulation that raises strong suspicions
During the years 2020-2021, which coincides with the time after Naçi collected 9.5 million euros for the earthquake, the turnover of the Continental Hospital owned by Naçi is about 6 million euros, marking the highest value. In 2020, the annual turnover was also 2.5 million euros, the hospital results in a loss of about 200 thousand euros. In 2021, the annual turnover is 3.5 million euros, while the profit is about 220 thousand euros. It is the only year that the hospital has made a profit.
In 2020-2021, Elvis Naçi spent around 6 million euros on the hospital, leaving with only 20 thousand euros in profit, then selling the hospital for 850 thousand euros out of the 350 thousand euros he bought in 2019./ Pamphlet
