One year after the first term of power, specifically in November 2014, Prime Minister Edi Rama declared that the government would build buildings with 13 thousand 1+1 and 2+1 social apartments within the year 2020, for homeless and needy families, which would give them credit for 30 years without interest.

In cooperation with the municipalities in Tirana, Durrës, Vlora, Elbasan, Korçë, Fier, Shkodër, Lushnjë and Lezhë, the government gave permission for the construction of 22,000 social apartments, which it would buy from construction companies through the Housing Authority. but he did not buy them and they sold them at market prices.

Since then, the government did not plan funds in the budget or guarantee loans to house families in need, while 2-3 large municipalities acted with bank loans for housing and have given auxiliary rent bonuses, when they have excess funds.

But the information from the Ministry of Finance informed the "Pamphlet" that in March 2022, Prime Minister Edi Rama received an offer from a Macedonian-Bulgarian company to build prefabricated buildings, initially with 5,000 social apartments in Tirana and Durrës.

According to the offer made by the Macedonian-Bulgarian company, these 5000 social apartments would be the first phase of the project, and would be built within 9 months from the day of the start of the works, with the internal electricity and water network, ready for connection to the main network .

While the second phase, it envisaged blocks of buildings with 10 thousand apartments in Tirana and Durrës, which would be completed and delivered within 2 years, with ready-made prefabricated elements.

The business plan, submitted in March 2022 to the former Ministry of Economy and Finance, predicted that the cost for 1 apartment 1+1 with an area of ​​60 m2 was 35 thousand Euros, while the cost for 1 apartment 2+1 with an area of ​​78 m2 it was 45 thousand Euros.

The company asked the government that 30% of the value of the apartments be paid on the day of their delivery; 20% of the value after 2 years and 50% with guaranteed and sovereign credit in a bank that the Albanian government would choose and the term in the agreement.

But Prime Minister Edi Rama rejected this offer, although it was useful and an opportunity to support homeless families, who would pay the apartments to the Ministry of Economy-Finance, to become owners after regular repayment of monthly installments .

The government had and still has the financial capacity to accept the offer of 15,000 social apartments, but Babloku did not accept it, because he did not want to block the sale of apartments in the buildings that the governors themselves, their friends, oligarchs and traffickers connected to him have built.

Even if that offer is made again, Babloku will still reject it, because he continues to grant building permits for buildings and towers with thousands of apartments left in stock, among them the buildings of Pëllumb Salillar, Bashkim Ulaj, Rrok Gjokë, Gaz Demit, as and the buildings of the "Mangalem 21" complex of Fatmir Bektashi and Jamarbë Malltez./ Pamphlet
