Prime Minister Edi Rama continues to distribute public funds as private assets to his friends and clients, with verbal orders addressed to the Minister of Finance, Petrit Malaj.
The latest example: 10 million euros for the Austrian company Albanisch Österreichische Lotterien Holding GmbH, which has had the monopoly concession of the National Lottery in Albania for 12 years.
According to the order, the Ministry of Finance will make the payment in two installments: 5 million euros in September 2025 and 5 million euros in December 2025. The official reason is "reimbursement for losses", reported by the company through false balance sheets of 12 years of activity, submitted to Taxes and registered with the Central Bank.
The Austrian company has claimed to have suffered 40 million euros in losses and has requested compensation from the Albanian government.
In fact, the Ministry of Finance and the Gambling Authority should have monitored the Lottery's financial performance every 3 months, but they accepted the false balances as regular, while also drafting manipulated control acts.
The approval of the false balance sheets was also given by the private auditing firm Audit Tax Advisory Albania Sh.pk (TPA), owned by Ilir Binaj, today the Director General of Taxes and at the same time a partner of Minister Petrit Malaj.
It is impossible to accept that a monopoly gambling business, with no competition and only a 10% profit tax, can make a loss every year for 12 consecutive years and continue operating. But this is happening in Albania, with the support of the government dome.
In this way, apart from the profits of 144 million euros that it has benefited from under the concession contract, Lotaria Kombëtare has not paid any taxes or a single penny of profit tax to the state budget. On the contrary, Rama is donating another 10 million euros "head over tail", reimbursing fabricated losses.
We recall that the National Lottery concession was awarded to the Austrian company at the end of 2012 by Sali Berisha and Ritvan Bode, and since then it has been fanatically defended by Edi Rama, a typical case of "white theft" with invoices, false balance sheets and state approval./ Pamphlet
