Just one kilometer as the crow flies from SPAK, the Police Directorate and the Financial Intelligence Agency, a 36-story tower called the Tailor of Tirana is being built. The project is being sold as luxury, but within the documents, names and ownership movements a simple truth emerges. This building is being built with illegal betting money that has been circulating freely in Tirana for five years under the control of Lendi Palaj and the fox Tom Doshi.
SPAK has sent the PSD vote-buying case to trial, where the scheme was largely financed by an illegal gambling network. But while prosecutors are searching for “the wolf’s tracks,” the wolf has come out of the cage and is building towers in the middle of the city. Illegal betting not only gave the PSD three parliamentary mandates, but is now creating multi-story real estate as an open challenge to SPAK .

Lendi Palaj, known as the “chief manager” of the “333” “B3T” and “CR7” lotteries, has been arrested several times and released just as quickly. Blue uniform sources claim that Palaj declares to his bosses a monthly surplus of 300 to 400 million lek from illegal betting. This money, collected with 'black bags' and handed over to the fox Tom Doshi, is now being injected into a construction scheme. According to sources, the investment is divided into two parts. Half of the money comes from Lendi Palaj, the other half from Tom Doshi's circle.

Në territorin elektoral të PSD-së, asnjë kompani ndërtimi ose trualli nuk lëviz pa miratimin e tij. Asnjë leje e rëndësishme nuk kalon pa njerëzit e tij të terrenit dhe në këtë rast, faktet e vërtetojnë këtë linjë.
Elda Betaj është bashkëshortja e Shkëlzen Betajt, i njohur për rolin e tij si ish-zv.drejtor i Hipotekës së Tiranës dhe si pjesë e strukturave që prej vitesh lëvizin dokumente pronash, leje ndërtimi dhe marrëveshje trualli për llogari të grupeve që kanë ndikim politik.
Elis Sinani është bashkëshortja e Andi Sinanajt, i cili rezulton të jetë i përfshirë në projekte të lidhura me rrjetin e PSD-së dhe me njerëz të afërt me Tom Doshin.

ndërtimi që ka siguruar leje për një kullë 35-katëshe, në të njëjtin bosht interesash. Kjo i vendos dy themelueset e EL & EL Construction brenda të njëjtit rreth të njohur të ndikimit të Doshit.
Pas marrjes së lejes, më 17 tetor 2025, ndodh lëvizja kyçe: kuotat e EL & EL Construction transferohen. Në dokument shfaqen si “dhënës pëlqimi” pikërisht Shkëlzen Betaj dhe Andi Sinanaj, pra bashkëshortët e themelueseve.
Pas transferimit, EL & EL nuk mbetet më në duart e dy grave që e themeluan. Kompania kalon tek dy emra që kontrollojnë projektin:
Gjoka Ndërtim, që merr pjesën teknike të punimeve.
G88 shpk, kompania e Daniel Garunjës, ish-kandidat për deputet i PSD-së, i lidhur drejtpërdrejt me rrethin e Tom Doshit.
Reklamimi i projektit “Tailor of Tirana” nisi menjëherë pasi G88 dhe Gjoka u shfaqën si pronarët formalë të EL & EL Construction. Në materialet zyrtare, apartamentet ofrohen me çmimin 2000 euro për metër katror, një çmim që përputhet me tregun e zonës dhe shitet si ofertë standarde për ndërtimet e reja.
Megjithatë, burime të përfshira në projekt i thanë Pamfletit se po qarkullon edhe një skemë paralele.
