From Igli Haxhiaj to Ilir Proda, from Rinas to FAST Albania, the facts show that the State Police functions as a parallel mechanism of crime and not as an institution of law.
The Prime Minister and police leaders constantly call the structure an “Organization,” but the facts of recent years show that the term belongs more to criminal reality than to political rhetoric. The arrests of officers involved in drug trafficking, the employment of crime exponents in state agencies, the debunking of operations, the interference in wanted lists, and the reinstatement of 218 leaders expelled for corruption and gang ties, raise the necessary question: what kind of “organization” is the State Police really?
In every public appearance, Prime Minister Edi Rama, former Interior Ministers who have been and Albana Koçiu who is currently, former police directors and Ilir Proda who is in office, call the police "Organization". Maybe they call it that for novelty, but in the terminology of anti-crime, anti-mafia and investigation, "organization" is called an organized criminal group, but they are also called SP organizations.
The parallel function of officers in the service of crime
The police have the function of providing public safety services, tracking and combating crime, but "de facto" there are officials and agents who are actively involved in criminal organizations.
We say this because, referring to the numerous cases of detection and arrest of police officers involved in criminal groups, the logical right arises to ask the Prime Minister, the Minister of Interior, and the Director of Police:
What "organization" is the State Police really?
Two days ago, the Anti-Terrorist Officer and former officer of the Operational Directorate of the State Police, Igli Haxhia, was arrested for collaborating with a criminal drug trafficking organization, in the role of an informant of the operations. He was arrested at the Police Academy, where he was undergoing training for promotion, although for a year he had information from partner agencies and denunciations that he was involved in a trafficking network as an informant.
Two weeks ago, an assassination attempt in Rinas revealed that a crime exponent, connected to SP and police leaders, had been employed as an officer in the Police Supervision Agency without a security clearance, and was guaranteeing the movements of his crime exponent friend, by providing him with police information.

· What kind of organization is the police, when SPAK has seized the phone of Chief Police Officer Ilir Proda for exposing actions by criminal gangs, with the same charge as Anti-Terrorist Officer Igli Haxhia, Director of Operations Oltion Bistri and Crime Chief Dedan Gjoni and others?
· What kind of organization is the police, when director Ilir Proda keeps in the police and promotes to high positions his friend, Ulian Shpataraku, head of the Narcotics and Trafficking Investigation in Elbasan, who was criminally prosecuted for the release of a drug trafficker?
· What kind of organization is the police, when director Ilir Proda is a business partner in importing and trading cars with trafficker Ylli Cara?
· What kind of organization is the police, when 70 of its leaders in the General Directorate and in the basic structures have emerged in the SKY-ECC wiretaps for connections with crime figures?
· What kind of organization is the police, when its leaders removed the names of trafficker Ervin Mata and Amant Josifi from the "FAST Albania" search lists, but also removed names and evidence of crimes from the files?
· What kind of organization is the police, when 9 officers in Rinas allowed people to pass with false documents?
· What kind of organization is the state police when its senior leaders steal the police's secret database at night and inform criminals?
