According to information, builder Arben Muçobega, with construction activities in Vlora, Himara, Saranda and Tirana, is being investigated by SPAK and BKH for money laundering, after 5 of his companies were reported by investigative agencies for money laundering and circulation activities.
From repairing houses and stables in the village; builders of palaces, hotels and resorts
One line of investigation by the BKH is this: 3 years after the SP came to power, the drug lord and clandestine drug lord, Arben Muçobega, joined Edi Rama's group of builders, and was empowered as if by a "magic wand", a fact that has made him subject to the anti-mafia law, starting with financing.
This is because his company "Bega 07", which obtains construction permits from the government; from a family business for repairing houses and stables in the village of "Çlirim" in Fier with modest income, suddenly became a builder of palaces, hotels, towers and resorts in Tirana, Vlora, Himara and Saranda.
It has built facilities with finances several times higher than its annual profits and turnover.
Another clue is the fact that with an annual turnover of 1.6-5 million Euros and profits of 100 thousand-440 thousand Euros per year during the years 2012-2024, the company "Bega 07" of the trafficker Arben Muçobega, has built many high-rise residential, hotel, commercial and resort buildings with a total value of 870 million Euros.
The construction permits were granted by Edi Rama; but Muçobega, as the subject of the investigation, has the burden of proof to prove with documents to prosecutors the source of the income that financed the construction.
One of them is the resort "The Concave" in the protected natural park and beach of Llamani in the Bay of Porto Palermo; which, according to government sources, Arben Mucobega is building with Minister Mirela Kumbaro, who removed it from the protected area.
The first BKH verifications have found that during the years 2023 and 2024 alone, the builder Arben Muçobega declared turnover of between 1 million and 5 million Euros, and profits of between 100 thousand and 440 thousand Euros per year, but invested between 25-40 million Euros.
Financing scheme with fictitious companies without balance sheets
To hide his tracks and implement the "money laundering" scheme, on September 22, 2016, he created the two companies "Almatek Oy" and "Scandinavia Invest"; while on December 13, 2022 and July 27, 2023, he created the companies "Trakos" and "ATK Construction", the fourth with an address in Fier.
But the nephew: with whom the firm "Almatek Oy" operates, belongs to the firm "Compass Studio", which Arben Muçobega uses under a female name, as a "channel" for the circulation of dirty money, but also the nephew of the firm "Scandinavia Invest", does not appear in the taxes, while the 4 firms have not declared annual balance sheet extracts, being allowed by the taxes.
According to information, this builder, connected to the government dome, has been investigated 6 times in the last 10 years in Saranda, Vlora, Fier and Tirana, for drug and clandestine trafficking, tax evasion, illegal financial transfers and money laundering, but has never been charged.
