The head of SPAK admitted to creating secret files on critical journalists, in a practice that resembles the Sigurimi files, while criminal institutions remain silent about his abuses and clientelism.
Before leaving office, Altin Dumani admitted that he had identified and filed cases against journalists who criticized him and held SPAK accountable. This practice, prohibited by the Constitution, places SPAK on the same front as politics, the police, SHISH and criminal groups that have put independent media in the “red zone”. Meanwhile, SPAK ignores complaints about corruption, favoritism towards government ministers and remains silent about files on trafficking, money laundering and political-criminal collaboration.
Before leaving office, the head of SPAK, Altin Dumani, made public a serious constitutional violation, committed consciously over three years. He has created special and secret files for “enemy” journalists, typical of the files of the former State Security. In the informal meeting with journalists before handing over his duties, Altin Dumani, speaking about the pressures and threats against him and SPAK prosecutors, stated: “my staff has identified certain journalists who bully and pressure and threaten prosecutors.”
With this statement, Altin Dumani admitted that he has made a "black list" of journalists who expose the unwashed and hold them accountable for carrying out their duties without delay, without distinctions and without clientelism.

It is now a clear fact that it is not only Edi Rama, the ministers, the police, SHISH, the oligarchs and criminal groups who have put the media and independent journalists in the "red circle", but also SPAK itself, the institution that should crack down on crime. Altin Dumani cannot stand media reports when they denounce his and his subordinates' abuses of office, because he only seeks praise as a "hero" of the new justice system.
The media has supported SPAK even when it has been attacked by politics, government, and criminal networks. While Altin Dumani has made "black lists" of journalists who demand equal justice and not double standards towards subjects of crime and corruption.
According to Dumani, the journalists he has put on the “black list” have published investigative secrets of the files. He does not seek responsibility from himself and his subordinates, prosecutors, investigators, secretaries and archivists of SPAK, who have a legal obligation to maintain investigative secrets. Legally, investigative secrets are the materials of the files before the investigation is completed, but from the drawers of Altin Dumani and the prosecutors, materials come out before the completion of the investigations, even before the initiation of criminal proceedings.
The media as an independent power has the right to file and denounce Altin Dumani and prosecutors when they manipulate evidence, fail to initiate and dismiss criminal cases, and remove names from files. Meanwhile, SPAK is prohibited from filing media and journalists who publish abuses and affairs with investigative files, except in cases where journalists are involved in corruption and organized crime.
Denouncing clientelism is not a threat to SPAK.
Favoritism and SPAK's silence on the affairs of Xhaçka, Kumbaro, Krifca, Manastirliu, Çuçi, Blendi Klosi, Blendi Gonxha, Bode, Haxhinasto, Pollo, Ruli, Vangjel Tavo and many others is not pressure.
Nor is it pressure to denounce the fact that SPAK is keeping quiet about the files on traffickers Gjergj Luca, Lul Morina, Dajlan Abdia, Andrea Çaushi, Eral Myftaraj, Arben Muçobega, Sinan Idrizi and Roland Ziu, who in collaboration with officials have received state assets for free and launder money by building towers, hotels, resorts and other businesses.
Proof of SPAK's favoritism is the failure to arrest traffickers Agron Xhafaj and Sulejman Fusha, by not enforcing the anti-mafia law, as has been applied to other convicted traffickers.
Nor is it pressure to denounce the fact that SPAK does not question Prime Minister Edi Rama for the affairs where his subordinates have been arrested and are under investigation, as well as the dismissal of the "Xibraka" case for Olsi Rama and the exclusion from the investigative files of the Call Center cases, the "McGonigal" file, "Alabbar" and many other files with politicians and businessmen involved in affairs./ Pamphlet
