What is being built in Vrina has nothing to do with development or the public interest, but with a deliberate mechanism to remove control of property from the hands of the community and concentrate it in the hands of a narrow circle. The scheme works simply: the area is selected because of its value, it is put into a lengthy “verification” process, the registrations in the Cadastre are blocked, the real owners are kept in suspense, and the moment the land no longer circulates normally, the state declares the territory as an area of interest for development, paving the way for closed negotiations and pre-prepared projects.
These are not random decisions. This process is administered by the Albanian Investment Corporation, a structure that acts as an intermediary for the transfer of public property to private interests. Elira Kokona heads this institution with a political mandate, while the Supreme State Audit Office itself has documented that this structure operates without clear standards, without real control and without serious feasibility studies, exposing state property to loss and abuse.
VOX News was the first to report on this project, publishing maps and official documents that speak of a direct intervention on an area of 849 hectares in the southernmost tip of Albania, bordering the Butrint Park and Greek territory. What is being built there is not transparent, but a terrain for the transfer of public property into predetermined hands.
The Corporation itself writes that a mega project will be carried out in the village of Vrinë, which will extend to a full 849 hectares. It is in the southernmost tip of Albania, bordering the archaeological site of Butrint in the north and Greek territory in the south. The entire huge area is state-owned, not divided by law 7501 and is barren. So, it is ready to be given to the private sector. Referring to announcements announced by the Albanian Investment Corporation, which says that it has launched a verification of properties in the village of Vrinë, Konispol. The Corporation is justified in saying that it is carrying out these verifications based on a Council of Ministers' Decision, dated November 20, 2024. The object of the Decision is "to authorize the Albanian Investment Corporation, to coordinate the process of identifying state property of interest to implement investment projects in the village of Vrinë, Konispol Municipality".

Nuk bëhet fjalë për thashetheme turistike, por për bisedime konkrete që po zhvillohen në prapaskenë për ta kthyer territorin në një pikë ankorimi për kapital ultra të pasur.
Sipas informacioneve që disponon Pamfleti, pronarë të disa sipërfaqeve brenda kësaj zone rezultojnë të jenë emra të njohur të botës së krimit dhe të tregut të kokainës, persona që nuk janë shfaqur si investitorë, por që rezultojnë të kenë marrë në kontroll prona me vlera shumë të larta, pa u ditur ende publikisht se në çfarë mënyre janë regjistruar këto toka dhe mbi çfarë baze ligjore janë kaluar. Burimet tona flasin për një zonë që nuk është më vetëm territor shtetëror, por një territor ku kapitali kriminal ka hyrë realisht në lojë.
Të njëjtat burime të Pamfletit tregojnë se kjo zonë ka vënë në lëvizje edhe struktura partnere të sigurisë, jo për shkak të thjeshtë transaksioneve, por për shkak të dyshimeve serioze se territoi i Vrinës po shndërrohet në një pikë investimi për para me origjinë nga trafiku ndërkombëtar i drogës. Sipas këtyre informacioneve, disa subjekte të lidhura me botën e krimit, të vendosur kryesisht në Dubai, rezultojnë të kenë blerë prona në këtë territor me vlera të përllogaritura nga 20 deri në 30 milionë euro. Pyetja që ngrihet nuk është “a i kanë blerë”, por me çfarë garancish i kanë blerë, kush i ka mbrojtur, kush i ka siguruar dhe kush i ka hapur rrugën ligjore për të futur këto para në punë.
Paralelisht, një tjetër figurë e fuqishme ekonomike, përfitues koncesionesh shtetërore dhe me lidhje politike të njohura në qarqet e pushtetit, ka blerë një sipërfaqe të konsiderueshme toke në të njëjtën zonë. Ndërkohë që shteti refuzon t’u njohë pronën banorëve realë të zonës dhe i mban peng me vite me certifikata, të njëjtat toka trajtohen si pronë publike vetëm për t’u kaluar më pas tek oligarkët.
Kjo pronë, e cila në letra figuron si “shtetërore” dhe “e pashfrytëzuar”, në realitet mban mbi supe një arkitekturë të rëndë interesash ndërmjet botës së krimit dhe biznesit të madh. Nuk bëhet fjalë për disa transaksione të rastësishme. Bëhet fjalë për një territor strategjik ku po ndërtohet një kupolë e re, ku përzihen trafiku i kokainës, pastrimi i parave, lidhjet politike dhe zaptimi i tokës.
