The government, through the Albanian Investment Corporation headed by Elira Kokona, has re-announced for the fifth time the project for the construction of towers around the Cadastre building in Tirana. Behind the term “re-announcement” is hidden the donation of state land for a complex with three 40-story towers, where private individuals will benefit from 100% of the housing and most of the commercial areas, while the state will retain a minimal part. The procedures have been canceled several times due to unrealized bargaining between the prime minister and investors, while the architectural projects have been selected by studios linked to Edi Rama’s close circle. The case raises serious suspicions of alienation of public assets and violation of the law in favor of private interests.
Prime Minister Edi Rama is continuing the bargaining to build towers on state-owned land around the Cadastre building in Tirana, using the Albanian Investment Corporation, run by Elira Kokona, the signatory to the looting of public assets.
One of these auctions was re-announced by announcement no. 47/4, dated January 30, 2026, of the Investment Corporation, with a call to investment entities for the development and management of the central Cadastre building, through the private enterprise of the "Lift Tower" project.
Behind the so-called "renovation" project of the Cadastre building, lies the donation of land around the Cadastre for the construction of a complex with three towers, each with 40 floors above ground and 7 floors underground.
The towers will be used for housing, offices, commercial premises, a hotel, student residences and parking, where 100% of the residential areas, 60% of the commercial areas, as well as the offices and underground parking will be taken over by private firms.
While the state, as the owner of the land, will only receive 40% of the commercial areas, offices and parking lots, which also includes the new offices of the General Cadastre.
This is the fifth announcement that Edi Rama and Elira Kokona of the Investment Corporation are making for the Tower Cadastre project, following the four previous announcements made in November 2024, January 2025, May 2025 and September 2025. With the announcement dated January 30, 2026, the application deadline is until March 5, 2026.

The five-time repetition of the announcement for the towers in the Cadastre occurred because Edi Rama did not reach an agreement with the owners of the companies that applied to invest and build in this project, as he demanded bargains from private companies outside the officially predetermined agreement.
According to information, in the first announcements made by the Corporation, the companies "Edil Al-It", "DK Construction ONE Corp" and "Alko Impex" showed interest in the tower project at the Cadastre, but all three procedures were canceled by order of Edi Rama, under the pretext of "unprofitable offers".
So far, the projects of the merger of six private studios have been selected: Baukuh Studio Associato; Muoto & Sam Chermayeff Office; Yellow Office; Bollinger Grohmann; Atmoslab Simoj Boudvin and Arkimade, behind whose logos stand Edi Rama's architect friends.
In violation of the law, Edi Rama has included these studios as subcontractors, describing them as "subcontractors appointed by the Corporation", while in fact they will be direct beneficiaries in the towers, from the surfaces belonging to the state and from the part of the surfaces belonging to private entities./ Pamphlet
