Two years after granting the concession of 100 million Euros, which today has increased to 140 million Euros with preventive measures and false invoices, Minister Ogerta Manastirliu ordered the Rector of the Medical University, Arben Gjata, to invite and honor the Italian Umbro Staccini with an official ceremony. that has received the surgical equipment concession.

According to the document, the motive was this: "Gratitude and appreciation, for the contribution that Mr. Umbro Staccini is giving to the provision and donation of surgical equipment to the Surgery services."
In fact, the Italian was selling surgical equipment to Albanian medicine, 20 times more than the real cost of the market and service in many countries of the EU and the Region, through the bargain he made with Edi Rama and Ilir Beqje.
But the perversity of the honoring ceremony was the fact that the "Certificate of Appreciation", the Italian who is stealing 140 million Euros, was given to Arben Gjata, the Rector of Medicine and Chief of Surgery at QSUT "Mother Teresa", who is the drafter of the plan technical and financial manager of the concession and member and secretary of the tender commission, who, according to SPAK's accusation, falsified the documents, fees and qualification procedures of the Italian company.
