SPAK announced that it has created a "Task Force" to detect, prevent and crack down on electoral crime, while Prime Minister Edi Rama is not banning payments, bonuses, employment, construction permits, financing and electoral investments.
Yesterday, "Pamfleti" denounced the order that Edi Rama gave to the Minister of Finance, Petrit Malaj, to pay 100 million Euros in advance to 3 healthcare concessionaires and 12 companies very close to Edi Rama and his family members.
A piece of information from the last few hours reveals another illegal move that the Prime Minister has begun to implement, for the illegal use of human, financial and all material resources of power, in the service of the electoral campaign and the collection of votes for the Socialist Party.
With a scheme devised by him, the prime minister has assigned most of the ministries to patronize and support electoral campaigns in the country's 12 regions, with means, propaganda, and budget funds, through illegal internal expenditures.
According to the patronage scheme, each ministry will finance from its own 2025 budget funds, expenses for electoral activities and cash or material rewards to poor families, as an incentive to get votes.
These expenses will be made with prior orders from the relevant ministers, while in their accounts and in the State Treasury, also by order of the ministers, they will be declared as administrative expenses with false procedures, contracts, estimates and reports, in order to avoid being considered and investigated as electoral crimes.
According to the division made by Bablok, the Ministry of Infrastructure-Energy and the Ministry of Entrepreneurship have the Fier and Berat regions under their financial patronage, where Bablok predicts a decline in support, although these areas are bastions of the SP.
The Ministry of Economy-Culture-Innovation and the Ministry of Interior, which have large budgets, numerous assets, and the IKMT police, have been assigned to have the Tirana Region under financial patronage, where Edi Rama has won easily for 12 years, while on May 11th he faces a challenge.
The Ministry of Defense, which also has a large annual budget, has been assigned to have the Vlora Region under its financial patronage; the Ministry of Finance has been assigned to the Elbasan Region, while also having the role of coordinator, for the calculation, reconciliation and justification of expenditures.
The Ministry of Education has been assigned to the electoral financial monitoring of the Durrës and Dibër regions; the Ministry of Health has been assigned to the Shkodër and Kukës regions; and the Ministry of Tourism-Environment has been assigned to the Gjirokastra region.
The Ministry of Agriculture and Rural Development has been assigned to the electoral financial patronage in the Vlora District; while the Ministry of Justice has been assigned to the financial patronage of the Lezha District.
The task of every ministry is this: from the 2025 budgets, to invent as many fictitious expenses as possible, to make them appear routine and justified as normal expenses; and through internal procedures, fake contracts and invoices, they will be introduced into the black channels of the campaign./ Pamphlet
