Babloku's objective to win the May 11 elections in every area has set in motion the Mayor of Elbasan, who has begun to secure funding to support the electoral campaign with state funds, through the same tricks he used during the 2021 and 2023 election campaigns.
In addition to setting a financial quota for businesses that receive tenders, building permits, licenses and property from the Municipality of Elbasan; Mayor Gledjan Llatja is fabricating fictitious tenders to create a "Special Fund", which will be used illegally for the propaganda of the Socialist Party and MPs in Elbasan.
In the Public Procurement Bulletin dated March 3, 2025, the Municipality of Elbasan announced a tender worth 122 million lek including VAT, for the alleged furnishing of the Municipal Council hall and the citizen contact office.
The tender that Mayor Llatja will hold on March 11 is fictitious and deliberately fabricated, to pass millions of state funds into the hands of patronage groups that will conduct the SP electoral campaign in the territory of the Municipality of Elbasan.
We say that the tender is fictitious, since according to information, the same tender and payment for the furnishing of the Municipal Council hall was made 1 year ago, worth 210 million lekë, and even the chairs and tables were purchased at prices twice as high as market prices.
The fictitiousness of this tender is confirmed by the fact that the Public Procurement Commission canceled it with Decision No. 3757/8, dated 16.01.2025, but Gledian Llatja has announced it again and will hold it on March 11, because Babloku has ordered him to secure funds for the electoral campaign.
The trick of transferring the funds of this tender, in the service of the SP electoral campaign, will be done through the private company that Gledjan Llatja will declare the winner; which will sign the contract, withdraw the millions and make false documents for the alleged furnishing of the Municipal Council hall.
