In the parliamentary session of June 7, the opposition demanded the resignation of Minister Ogerta Manastirli, as the "head" of the bargains carried out by the secretary in handcuffs, while she asked SPAK to take her under investigation, but she said that she is not afraid of justice because she is clean.
However, the document published by "Pamphlet" shows that 5 days after the secretary's arrest and 1 day before she was removed from parliament as a brave woman, Minister Ogerta Manastiliu was terrified of being handcuffed, as she is currently under investigation for 3 other corruption files in SPAK .
On June 2, secretary Jona Duro was arrested, while on June 7, by Order no. 355, Ogerta has delegated 100% of the administrative, financial and contractual powers to subordinate Mejvis Kola, with the position of Director of Permits, Licenses and Monitoring in the ministry.
Here are the delegated powers that create the impression that Minister Ogerta Manastirliu is on the planet Mars or that she does not exist at all:
- Director Mejvis Kola will sign appointments, dismissals and authorizations for the legal representation of the Ministry of Health in relation to individuals, institutions, businesses, courts, etc.
- It has the power to order, as the Contracting Authority, for all tender procedures with budget funds, donations and foreign loans received by the Ministry of Health.
- Has the power to order as Contracting Authority, for all procedures of auctions, lease contracts, privatizations, concessions and PPPs in the entire health system.
- Ka kompetencë të firmosë, autorizimet për dërgim me shërbim të punonjësve të ministrisë brenda vendit e për udhëtime jashtë vendit, pa kufizim numri udhëtimesh, kohe e shpenzimesh.
- Ka kompetencë të urdhërojë, realizojë dhe monitorojë, marrëveshje të posaçme të çdo lloji në emër të Ministrinë e Shëndetësisë, me subjekte shtetërore e private vendase dhe të huaja.
Këto kompetenca, ministresha Ogerta Manastirliu ia ka hequr vetes dhe ia ka deleguar drejtoreshës Mejvis Kola, e cila do hedh formalisht vetëm firmat, që të mos ketë emrin Ogerta Manastirliu, ndërsa “de facto”, pazaret për emërimet, shkarkimet, udhëtimet jashtë shtetit, tenderët, ankandet PPP, kontratat e qirave dhe privatizimet, do t’i bëjë vetë dhe vetëm Ogerta.
It seems obvious that even the director Mejvis Kola, who has accepted the powers of the minister, will be the next "victim" in SPAK, because she will be forced to sign every document that the minister Manastirliu will order, and will even manage her every business exactly like the secretary who was arrested.
The only competence that Ogerta has not given him is the cutting of the inauguration ribbons and accompanying Bablok on weekends inside and outside Albania./ Pamphlet
