According to information received in "Pamfleti", the two partners, Sali Berisha and Edi Rama, have started another bargain, to hold another 7-year mandate on the Supervisory Council of the State Bank, the chief thief Ridvan Bode, the former minister of pyramid schemes, concessions and the sale of assets at extremely low prices.
For the current mandate in 2018, Ridvan Bode was proposed by the government and voted in parliament by the SP, while the DP acted through MPs Oerd Bylykbashi and Edmond Spaho, as if it was
against Bode's candidacy, calling him part of Edi Rama's clan.
The two scenarios of Berisha and Rama
On December 18, 2025, Ridvan Bode's mandate ends, but his former boss Sali Berisha and Edi Rama have started moving to leave him until 2033, when he will be 74 years old; and for this they have two scenarios:
First scenario/ As in 2018, he will be proposed again as a candidate by the Council of Ministers, and will be easily voted in parliament by the Socialist Party, which has 83 votes.
Second scenario/ According to the law on the State Bank, out of 9 members of the Supervisory Council, 5 members are appointed by Parliament with the agreement of the SP and DP; one of whom is said to be Ridvan Bode.
By December 10, the candidates for the Bank's Supervisory Board will be approved by the Economic and Financial Committee, while by December 15 they will be voted on in parliament.
In 2014, the Socialist Party filed criminal charges against Ridvan Boden.
In early November 2014, the "Rama" government filed criminal charges against Ridvan Bode for corruption and theft with concessions, tenders, and property sales, but withdrew them after 5 months.
In April 2015, IKLPDI reported Ridvan Boden to the Tirana Prosecutor's Office for false declaration, concealment of assets and refusal to declare nearly 5 million Euros of assets, but the case was dismissed with the intervention of Sali Berisha and Ilir Meta of Adriatik Llalla.
Some of the deals that Ridvan Bode signed, on the orders of Sali Berisha
- In the years 2005-2013, 178 concessions were granted and approved by Ridvan Bode.
- In 82 of the concessions, Ridvan Bode also appears to be the proposer, while in the period July-September 2013, after the DP lost power, Ridvan Bode, together with Sali Berisha, caused a financial loss of 258 million Euros for the state.
- The HPPs "Bistrica 1 and 2" and "Ulëz and Shkopet" were sold at 10% of the real value to "Kurum"; Ridvan Bode even forgave 33 million Euros from the sale value, for alleged investments and VAT reimbursement.
- The OSHEE company was sold to the CEZ company, the ARMO company to Rezart Taçi, and the “Dajti” hotel to the State Bank, but 30 million USD disappeared with forged documents.
- The scanning concession at the Port of Durres was granted, the container concession, the National Lottery, Fuel Dyeing, Fiscal Stamps and Cash Registers, 245 concessions for private HPPs, the "Partizani" complex, 2200 hectares of land were donated, etc.
And Ridvan Bode, not only is he not being affected by SPAK, but he has been on the board of directors of the State Bank for 7 years and will be re-appointed./ Pamphlet
