The report of the leaders of the Health Care Fund to the Health Commission on July 1, 2024, has revealed other crimes, that the government continues to do with Check-up and medicines, against cancer patients and chronic patients who are reimbursed.
By order of the former minister Ilir Beqja, in January 2016, those family doctors who do not complete the number of "Check-up" tests, alternating between the ages of 35-70 years, are fined with 1 monthly salary.
While the former minister Ogerta Manastirliu in December 2017, in addition to the fine, added another punitive measure, which is still in force with this content: family doctors who do not complete the number of "Check-up" analyzes for 3 consecutive months are dismissed.
SPAK's investigation into "Check-up" confirmed this scandal, but the heads of the Health Insurance Fund also admitted that due to this bandit pressure of fines and dismissal, family doctors were forced to declare a fictitious number of tests with lists false noun.
With this fraud, Vilma Nushi has benefited from 4-6 million Euros per year, or nearly 55 million Euros for work not performed during the years 2015-2023, which the Health Care Fund has paid, although she knew that 40% of the number of analyzes were not actually carried out, and even received 1-2 million Euros of VAT every year, when this PPP should not receive a refund.
Another crime with patients, discovered in the Health Care Fund, is done with the quantity and quality of the main drugs and serious diseases, which the hospital centers and regional hospitals receive; with the amount and types of medicines that are reimbursed and the number of patients reimbursed.

The heads of the Health Care Fund admitted that the number of patients and the types of medicines that will be reimbursed are determined by family doctors; but they have been ordered to mark only 30-40% of the amount of medicine in the prescriptions and only those medicines with cheap prices.
Doctors are ordered not to add any chronically ill patients to reimbursement lists without removing as many patients as they will add; but also not to give for reimbursement, any medicine for serious diseases.
Because the government grants funds for such quantities and types of medicines, while when there are no medicines, they are ordered to delay the sending of electronic prescriptions to pharmacies by 10 days to 2 weeks, deceiving patients with the refrain: "The Care Fund system does not work of Health Insurance"!
Another crime that is committed against cancer patients and other hospital patients is the lack of expensive medicines in the Children's Hospital, the Oncology Hospital, the Trauma Hospital, the "Shefqet Ndroqi" Hospital, the 2 Obstetrics-Gynecology hospital centers and in 12 regional hospitals, where the government finances only 35-40% of their amount, not counting thefts with tenders.
The financial value to supply the hospitals with all the medicine needs should be an average of 155 million Euros per year, while the government allocates only 67 million Euros per year, forcing doctors to bargain with bribes and patients to buy medicines from pharmacies. private./ Pamphlet
