Prosecutor General Olsian Çela, while reporting on the institution's activity to the Committee for Civic Initiatives, Cooperation and Institutional Oversight, stated that the data shows an increase in investigations into criminal offenses of money laundering and corruption.
Çela announced that, since 2020, the Prosecution has undertaken a series of initiatives to strengthen inter-institutional cooperation, including the establishment of special structures and the signing of memoranda with institutions such as Customs, Taxes, State Police and the Financial Supervisory Authority.
According to him, these measures have yielded concrete results, while emphasizing that the justice system has managed to avoid collapse. He also singled out the execution of warrants as an important indicator of the performance of prosecutors.
"The figures we have presented show an increase in investigations into money laundering and corruption.
Since 2020, we have issued an instruction for the establishment of special structures, and we also have memorandums with Customs, Taxes, State Police, and AFSA."
The improved figures are the result of these initiatives. We managed to save the system from collapse, the execution of warrants is an important indicator. Prosecutors' offices operate at 60% of capacity and manage to review up to 40% of warrants. There are 22 thousand criminal proceedings, what we estimate is that the addition of the number of magistrates will increase capacity", he said.
The Attorney General also announced that the number of unopened cases remains high, reaching around 17 thousand, while underlining the need to increase human resources and improve the institution's infrastructure.
"The number of unopened cases is large, around 17 thousand cases. Human resources have been increased to assist prosecutors. The number of prosecutors should be higher. The second issue is infrastructure, because we have nowhere to place prosecutors. We have made a project, but it has not been implemented. We were promised a building by 2030," he said.
Focusing on the independence of prosecutors, Çela described it as an essential element for the functioning of the justice system, but expressed concern about the lack of an efficient control mechanism.
"According to our assessment, an efficient mechanism is missing. The two mechanisms are the evaluation of prosecutors, which is done every five years, and inspection. The mechanism that would increase efficiency is inspection, not like before, but an inspection power is needed for issues related to the Assembly," said Olsian Çela.
