There are signals that public institutions and private banks, which deal with the distribution and collection of pensions, are involved in an organized crime, the "smoke" of which is beginning to emerge.
It is about the values of the pensions, which are not withdrawn by a part of the pensioners, who live outside Albania, or are in Albania and have other family financial resources, to cope with living without the need for a pension.
So, if an elderly person does not withdraw their pension, a bank account is automatically created for them through the Albanian Post that administers them, based on the data of the register and personal files they have at the Social Insurance Institute.
But in an information, received in the "Pamphlet" from sources within the Ministry of Finance, it is said that most of these pensions deposited from 1 to 3 years during the period 2018-2023, have disappeared along the "chain" ISSH, the Post Office and 7 banks private where they are deposited.
According to the preliminary investigation carried out by the Ministry of Finance, in the transactions carried out through the State Treasury, the Insurance Institute, the Albanian Post and the transfer to 7 private banks, it turns out that 32 million Euros of pensions not withdrawn in the last 6 years are missing.
According to the information, there are 111 thousand 723 elderly people in Albania who do not withdraw their old-age pensions, but leave them to the Albanian Post, which within 3 years liquidates them itself at its counters, or with account numbers with payments in the form of checks.
Their disappearance was discovered by a request from the Insurance Institute to the Ministry of Finance for additional emergency funds in the liquidation of stolen pensions, for which the State Treasury made the transfers according to the financial amounts of each month.
In order to hide the outbreak of a serious financial scandal, the Ministry of Finance intervened with the funds requested by an interim decision of the Government of the State Bank, refilling the pensioners' accounts according to their names, but in this case the state was stolen.
Until now, the amount stolen from the deposited pension fund has been ascertained, but the ministry has created a working group with experts from the Budget Treasury, to ascertain in which link of the chain "Insurance Institute-Albanian Post Office-Private Banks", or in these three services, 32 million euros of pensions paid by the state were stolen.
