Although Ilir Beqje's 3 health concessions are under intense investigation by SPAK and arrests have been made for one of them, Minister Ogerta Manstirliu has left ready for implementation the scenario of extending Vilma Nushi's Check-up PPP.
According to the information, 3 weeks before leaving office, Manastirliu sent to the Concessions Handling Agency (ATRAKO) at the Ministry of Economy and Finance, the draft request to extend the medical control concession contract by 2 years.
In the request brought by Ogerta Manastirliu, it is stated that the extension of the Check-up period must be done based on Point 3.1.1 of the contract dated January 7, 2015 between Ilir Beqje and Vilma Nushi, where it is determined that the concession is extended for that time as blocked by the government or due to natural causes.
As an argument, the blockage of the "Check-up" was used in the period of "Covid 19" May-July 2020, when the government with a Normative Act suspended the medical check-up and payments for Vilma Nushi, exceeding the 4.2 million Euro fund of that period. for anti-covid drugs and equipment.
But in Ogerta Manastirliu's scenario for the extension of the "Check-up" contract, there are two frauds which are the theft of state funds with fake documents, which go to the pockets of Vilma Nishi, to Babloku and "ca dardha i ha" Ogerta too.
The first deception is this: Although the medical check-up was not actually done for 3 months, the payments for Vilma Nushin during 2020 have been made in full by the ministry and the Health Care Fund in the amount of 13.2 million Euros with VAT.
The second fraud is this: "Check-up" has been blocked for only 3 months due to "Covid 19", while Minister Manastirliu has decided and asked the Ministry of Finance to extend it for 2 years, with an additional value of 26.4 million Euro over the total value of 132.2 million Euro.
According to the Law on PPPs and Clause 3.1.1 of the contract, the concession is extended as long as it is blocked and no more, while Manastirliu has asked to be extended for 2 years, when in reality it should not be extended even 1 day, since Vilma Nushi is paid in full.
Even the Minister of Finance, Delina Ibrahimaj, before leaving office, gave approval to the Concessions Agency to handle the request for the extension of the "Check-up" period, leaving it in the hands of her successor, Ervin Mete.
In order to carry out this theft scenario, Manastirliu has drawn up false official documents and data, as if "Check-up" has been blocked and has not been paid for 2 years, when the whole emergency of "Covid 19" and blocking measures for the population lasted for almost 7 months .
