Sofije Merkaj, candidate for strategic investors; the son sold the company for 400 thousand euros, the mother bought it back for 100 thousand lek. The strong ties with Ilir Meta...
In the last meeting held this early July (July 2, 2024), KKT at the head Edi Rama, among others, approved the permit for the construction of a 50-story tower on "Teodor Keko" Street, Tirana.
The tower will be built by "Xh & M" sh.pk (formerly Merkaj), "Alfazed" sh.pk and "Smart Construction Invest" sh.pk
The legal owner of the company "Xh & M" sh.pk is grandmother Sofije Merkaj, 82 years old, born in 1942 in Glavë i Skrapar. Sofije Merkaj is the mother of Fatmir Merkaj, Ilir Meta's ex-driver, who served as a cover for Meta's illegal assets.
Fatmir Merkaj, accused as part of Ilir Meta's corrupt affairs, some of which are being investigated by SPAK, founded the company in 1995, with the primary objective of trading food, industrial, electrical household items, tobacco-cigarettes, fruits-vegetables , construction materials, oil and its by-products.
In 2008 and 2010, Fatmir Merkaj increases the capital of the company.

In 2011, Fatmir Merkaj sells the company to citizen Islam Begaj for about 400 thousand euros. It is not known what is the source of Begaj's money to buy a 400 thousand euro company.
There are strong suspicions that the sale was fictitious.

On June 30, 2018, the capital of the company becomes 240,000,000 ALL or about 2.4 million euros.
On August 24, 2018, Farmir Merkaj buys the company again from Islam Begajt, now for 100 thousand ALL.
So, a company that Begaj had bought for 400 thousand euros and whose capital had increased to 2.4 million euros, sells it for 100 thousand allek.
These elements raise strong suspicions of money laundering.
In order to take over the company, the former driver of Ilir Meta, Farmir Merkaj brings his mother Sofije Merkaj, 82 years old, into the game.
In the name of 82-year-old Sofija Merkaj, it is not only the company that will erect the 50-story tower in Tirana and that is preparing the papers for other towers and a resort, Delta Bay, as a strategic investor.
On behalf of Sofije Merkaj, Ilir Meta, when he was in power, also transferred other public assets and signed concessions on her behalf, through the ministers of the LSI, stories we will talk about in the following.
Fatmir Merkaj is curved like an old line of corruption and money laundering of Ilir Meta. Merkaj served as Ilir Meta's driver.
In 2011, Dritan Prifti declared: "Fatmir Merkaj, cover of Ilir Meta in businesses with 20 percent in hydropower plants and mansions and villas in Tirana and Lalëzi Bay. Berisha aims for Meta to become the leader of the opposition".
Agim Rrapaj also testified in the prosecution for Fatmir Merkaj: "I remember that in July 2009, I and Fatmir Merkaj met in Dhërmi on the beach, in Fatmir Merkaj's hotel, with Ilir Meta. They already knew themselves and were not introduced by me. I don't know the circumstances of their acquaintance and there has never been a conversation about it".
Fatmir Merkaj, the administrator of "Merkaj shpk", a company which became part of the merger of "Vëllezërit Tola" companies, to build the hydropower plant on the Shushicë River, for which Meta intervened to Prifti as he was going to receive 700 thousand euros.
The role of blogger Ersi Ngjela
Behind the second company 'Alfazed' is the businesswoman Shefikat Ngjela, who has passed the shares to her daughter, blogger and financier Ersi Ngjela.
With a capital of 46 thousand ALL, Alfazed has as its main object import-export various industrial and food items, but also earthworks, masonry, concrete and reinforced concrete, demolition works, civil constructions, etc.

Among the fashion and financial catwalks, Ersi Ngjela will enter a 50-story tower, together with Ilir Meta's driver, Fatmir Merkaj.
However, it should be noted that unlike Drilona Boçi, Elvana Gjata, Kejvina Kthella, Suada Sherifi, Trejsi Sejdini, etc., who became financiers of the cocaine money of their trafficker husbands, Ersi Ngjela has administered and is inheriting the family businesses of her.
In 2001, Ilir Meta privatized Birra Tirana, passing it into the hands of Shefikat Ngjela, Luan Bregasi and Irfan Hysenbelli.
Two years later, Shefikat Ngjela also received several hydropower plants in Bulqiza. /Backstage
