The rapid advancement of technology, the UN calls for the creation of an agency

UN Secretary-General Antonio Guterres on Monday backed a proposal put forward by some artificial intelligence company executives to create an international agency to oversee artificial intelligence, modeled after the International Atomic Energy Agency (IAEA).

The AI technology that has the ability to create seemingly authentic prose has captured the public's attention since ChatGPT became available six months ago and has become the fastest growing app of all time. Artificial intelligence has been at the epicenter of concerns because of its ability to create fake photos and other misinformation.

"The very programmers who created artificial intelligence are ringing the alarm bells louder than anyone about the latest form of content creation," Mr Guterres told reporters. "We must take these warnings seriously."

Mr. Guterres has announced that by the end of this year, work will begin to establish a high-level advisory entity that will regularly review proposals for the governance of artificial intelligence and offer recommendations on how it can fit the priorities of human rights, the rule of law and the general good.

But on Monday he added: "I would be in favor of the idea that we could have an artificial intelligence agency... inspired by what the International Atomic Energy Agency (IAEA) is today."

Mr. Guterres said that such a model could "be very interesting", but pointed out that it "can only be created by the member countries, and not by the United Nations Secretariat". Headquartered in Vienna, the IAEA was established in 1957 and supports the safe and peaceful use of nuclear technologies while monitoring potential violations of the Non-Proliferation Treaty. 176 member countries participate in it.

The company OpenAI, which created the ChatGPT program, said last month that an entity like the IAEA could set limits on the distribution of a new product, could verify compliance with safety standards and could monitor the use of computing power.

British Prime Minister Rishi Sunak has also backed the idea and said he wants Britain to be the location for such an AI safety agency. This year, Britain is expected to host a high-level meeting to coordinate international action on the dangers of artificial intelligence.

Mr Guterres said he supported the idea of a high-level meeting in Britain, but said it must be preceded by "serious work". He said he intends to create an advisory board in the coming days, consisting of artificial intelligence experts and leading scientists from other UN agencies./ VOA
