The main talks between the US and Ukraine are now taking place in Geneva. Today's discussions are in two locations, with preliminary discussions taking place at the InterContinental before the official discussions are held at the US Mission building, both in Geneva.
The original 28-point plan was criticized by many as too punitive towards Ukraine, requiring it to cede territory and reduce the size of its armed forces.
Citing a document seen by Reuters journalists, it is said that Europe has proposed a counter-plan that contains several fundamental changes.
What changes does the EU require:
-Limiting Ukraine's military to 800,000 in "peacetime" (instead of the overall US limit of 600,000)
-The decision on Ukraine's membership in NATO depends on the consensus of the bloc's members, which currently does not exist.
-NATO would also agree not to permanently station troops under its command in Ukraine in peacetime.
-Ukraine would be "financially compensated," including through Russian assets that would remain frozen until Moscow paid for the damage to Ukraine.
-Kiev promises not to retake occupied territory by military means
-Negotiations for territorial exchanges would begin from the "line of contact".
-Ukraine will hold elections as soon as possible after signing a peace agreement
-And it would also receive guarantees from the US that reflect NATO's Article 5.
