He unveiled the new strategy during a week-long congress of the Workers' Party of Korea. According to state media, Kim described the country's nuclear status as "irreversible and permanent," stressing that Pyongyang will continue to increase its capabilities "as long as nuclear weapons exist on earth" and as long as the country, according to him, is threatened by "the American imperialists and their followers."
"We have a long-term plan to strengthen the national nuclear force on an annual basis in the future, and we will focus on increasing the number of nuclear weapons and expanding the means and space for nuclear operations," Kim said.
His remarks came at a military parade in Pyongyang on Wednesday as part of the congress, during which Kim warned that North Korea would "carry out fierce retaliatory attacks on any force" that infringed on the country's rights.
