While Iran may try to justify its new maritime framework by comparing it to existing ones, such as the Strait of Malacca, the Suez Canal, and the Bosphorus, the problem with Iran's framework is that it "discriminates," as it chooses who passes and who does not.

“The problem with the Iranian plan is that it says it will choose which ships will pass through, which really violates the freedom of navigation under which all these other maritime obstacles lie ,” explained Emma Salisbury, a senior fellow at the Foreign Policy Research Institute.

In response to Iran's possible demand for $2 million per ship, she called it "extortion" and said it would set a "dangerous precedent" for all other blocking points around the world.

“Even though many of them are controlled by liberal democratic countries that are very connected to the global trade network, there is a very real possibility that non-state actors like the Houthis will be able to take over some of those straits, or at least try to do so, and also extort the ships that pass through them – whether you allow the extortion or not. That will be a big problem ,” she said.
