Hungarian Prime Minister Viktor Orbán declared that the US President-elect, Donald Trump, will end US support for Kiev.
Orban is hosting a two-day meeting in the Hungarian capital, which is taking place in the shadow of Mr Trump's victory.
The war in Ukraine is high on the agenda of a meeting of the leaders of the 27 European Union countries, most of whom believe that continuing to supply Ukraine with weapons and financial aid are essential elements for the continent's security.
"If Donald Trump had won in 2020, these two years of nightmares would not have happened, there would not have been a war. The situation at the front is clear, there was a military defeat. The Americans will withdraw from this war," says Orban.
Viktor Orban is known as a person close to both Donald Trump and Putin. Russian forces have recently made modest advances in eastern Ukraine, but overall, frontline positions have remained relatively stable for months.
Western support is essential to Ukraine's costly war, but Trump himself has repeatedly questioned US aid to the country.
Prime Minister Orban has long tried to block EU support for Kiev and has repeatedly blocked, delayed or softened the bloc's efforts to secure weapons and funds and sanction Moscow for its aggression.
