London, Paris and Berlin oppose Trump's fast track for Ukraine

Europe is entering a new phase of diplomatic tension over US President Donald Trump's proposed peace plan to end the war in Ukraine. While Washington presents the 28-point document as a possible path to agreement, European capitals are signaling that the plan remains immature, unconsulted and potentially dangerous for the continent's security architecture.

French President Emmanuel Macron described the US draft as “a good basis” but not enough for a sustainable peace process. Speaking at the G20 summit in South Africa, he warned that any proposal that affects Ukraine’s sovereignty, security guarantees and the role of NATO must be agreed with European countries, which have been directly involved in supporting Kiev. Macron added that the plan had not been negotiated with Europe and required deep revision, a message that echoed the positions of Berlin, Warsaw and many other capitals.

The cautious approach comes as Kiev is intensifying consultations with its closest allies. Ukrainian President Volodymyr Zelenskyy held a lengthy conversation with British Prime Minister Sir Keir Starmer, discussing the nuanced details of the diplomatic process that will guide steps towards peace. Zelenskyy said the sides will coordinate closely in the coming days, while advisers from the United States, the United Kingdom, France, Germany and Ukraine will hold working meetings in Switzerland to analyze the proposals.

Starmer, after speaking with Zelenskyy, also contacted US President Donald Trump. According to Downing Street, the prime minister briefed Trump on the discussions of the coalition of countries supporting Kiev and agreed that their teams would work together on the US draft at the Geneva meeting. The two leaders agreed to talk again the following day, indicating that London is positioning itself as a bridge between Kiev, Brussels and Washington.

Trump, for his part, has dismissed the media comments as hasty, insisting that his plan is not a final offer. “No, not final at all,” he told reporters outside the White House, noting that the draft could be subject to change. However, some of his comments, including the idea that Zelenskyy “would have to like the plan,” have caused mixed reactions in Europe, where there are fears that Washington could push for a quick deal that does not guarantee Ukraine a stable security order.

These diplomatic clashes are taking place as Moscow cautiously awaits its next move, while Europe struggles to maintain unity. Brussels, Berlin and Paris have signaled that they will not allow restrictions on the Ukrainian military that could leave the country vulnerable to future Russian aggression. Poland, one of the countries most affected by the security dynamics in the east, has been even more direct: any element of the plan that affects Polish interests, or the Euro-Atlantic alliance, must be approved by Warsaw.

In this atmosphere of tension, Ukraine and the US are preparing for high-level consultations in Switzerland, while Europe is holding a marathon of meetings to maintain control over the process. Security advisers from France, Germany, the United Kingdom, the EU, the US and Ukraine are expected to gather in Geneva, while a special meeting of EU leaders in Luanda will focus precisely on the American plan.

By now, Europe's collective message is clear: peace is the goal, but not every peace is acceptable. The continent has no intention of sitting idly by in the face of an agreement that could destabilize the European security order. Ukraine, for its part, demands real guarantees and a fair process, while the American plan remains only a basis that must be negotiated, reformatted and verified with all parties. / Pamphlet
