European Commission President Ursula von der Leyen, during an official visit to Kiev together with European Council President António Costa, has stated that the European Union will provide Ukraine with decisive financial assistance of 90 billion euros, in one way or another.

This loan proposed by the European Commission aims to provide continuous financial support to Ukraine during 2026-2027, but it has been blocked due to Hungary's opposition, as it requires a unanimous vote from all 27 EU member states.

Von der Leyen stressed that the EU has different options and will implement this support despite obstacles. During the visit, which took place on the eve of the fourth anniversary of the full Russian invasion of Ukraine, Von der Leyen also announced that the EU will work on a 920 million euro winter energy package for the period 2026-2027, which will help repair, rebuild and restore the energy infrastructure damaged by Russian attacks.

On the other hand, António Costa said that Ukraine can expect "significant progress" on its path to European Union membership in the near future. He praised Ukraine's reform progress despite the war and stressed that Russia "must accept that it will not win this war."

The European leaders' visit to Kiev included commemorative ceremonies, candlelight vigils in Independence Square, and meetings with Ukrainian President Volodymyr Zelenskyy, demonstrating the EU's strong solidarity with Ukraine at this symbolic moment in the four-year war.

The EU has so far provided nearly 200 billion euros in overall support to Ukraine since 2022, including military, financial and humanitarian assistance.
