His statements followed an earlier response from the Russian Foreign Intelligence Service (SVR), which expressed concern about what it described as the possibility of the transfer of elements of nuclear weapons technology to Ukraine. The SVR did not present public evidence, but described the situation as a development that requires increased attention from the Russian authorities.
In 2024, Russia updated its nuclear doctrine, more clearly defining the defensive conditions under which it could consider using nuclear weapons. According to official Russian documents, Moscow views nuclear weapons as a deterrent, aimed at discouraging adversaries from taking actions that would endanger the country's national security.
