
French President Emmanuel Macron has stated that recognizing the Palestinian state is a "moral obligation" and "political demand," but has mentioned specific conditions ahead of the UN conference on June 18, 2025, where the two-state solution will be discussed.
The conditions include the release of hostages by Hamas, its demilitarization, non-participation in the Palestinian government, reform of the Palestinian Authority, recognition of Israel and its right to security, and the creation of a regional security architecture.
Macron has also stressed the need for a tougher European stance towards Israel if the humanitarian situation in Gaza does not improve, suggesting the possibility of sanctions and a review of the EU-Israel Association Agreement. He hopes Israel will change its approach to allow for a humanitarian response.
France, along with Saudi Arabia, will co-chair the UN international conference in New York from June 17-20. Spain, Canada and the United Kingdom have signaled the possibility of recognizing a Palestinian state.
