Montenegro is at the epicenter of one of the most serious and delicate scandals of recent years, where sex, politics, and justice are intertwined.
An affair with explicit content has involved two well-known public figures: Mirjana Pajković, former prosecutor and candidate for the Constitutional Court, and Dejan Vukšić, former head of the National Security Agency, publicly exposing the fragility of institutions and cracks in the country's justice system.
According to the Podgorica Prosecutor's Office, investigations were opened following events that occurred in October 2024, when Pajković allegedly took Vukšić's personal phone without permission and distributed intimate materials from it, with the aim of exerting pressure and forcing him to withdraw from his candidacy for the Constitutional Court.
At the same time, Pajković himself has sued Vukšić for threats, blackmail and abuse of office, claiming that he is the victim of a political scenario orchestrated by the old security structures.
The prosecution has launched two separate criminal proceedings, investigating both parties for a range of offences including blackmail, threats, invasion of privacy and use of explicit material for political purposes. Both have been summoned to appear as persons under criminal investigation. This is not just a case of exposing private lives to the public, but a clear indication of the internal struggle for control of key institutions in Montenegro.
Behind this affair lies a silent struggle to capture the Constitutional Court and an attempt to curb unsuitable or unwanted candidates from the old and new power structures.
The affair has caused a strong resonance in public opinion, with divided reactions. Most of the political class has chosen to remain silent, while civil society and social networks have exploded with accusations and demands for full transparency. With the hashtag #AferaPajković circulating rapidly, citizens are demanding the resignation and immediate cleansing of institutions from individuals involved in such scandals.
In a country that aims to integrate into the European Union, but still grapples with the heavy legacy of state capture and lack of accountability, this case is a litmus test for the justice system. Whether this scandal is truly investigated or closed like so many others before it, will be the greatest test of the credibility of the institutions and of the hope that Montenegro can one day emerge from its endless political and moral transition./ Pamphlet
