Americans and Europeans during today's meeting in Berlin agreed on strong security guarantees and measures to support economic recovery for Ukraine, as part of the agreement to end the war.
Among other things, they agreed to deploy a "multinational force" in Ukraine with forces from the "coalition of the willing" and a ceasefire monitoring mechanism, led by the United States.
In a joint statement, co-signed by German Chancellor Friedrich Merz, Danish Prime Minister Mette Frederiksen, Finnish President Alexander Stubb, his French counterpart Emmanuel Macron, the prime ministers of Italy Giorgia Meloni, the Netherlands Dick Soof, Norway Jonas Gaard Storte, Poland Donald Tusk, Sweden Ulf Kristersson, Britain Keir Starmer and the presidents of the European Council and the European Commission, welcomed the "important progress that has been achieved by President Trump to secure a just and lasting peace in Ukraine."
The same leaders also welcomed the close cooperation between the teams of Presidents Zelensky and Trump, as well as the Europeans, in recent days and weeks, while agreeing to work together to achieve a lasting peace that preserves Ukrainian sovereignty and European security, and appreciated the strong convergence that exists between the United States, Ukraine, and Europe.
In this context, they pledged to work together to provide strong security guarantees and measures to support economic recovery for Ukraine, as part of an agreement to end the war.
Specifically, they committed to 6 main points:
1-Providing sustained and significant support to Ukraine in building its armed forces, which should remain at 800,000 in peacetime, so that they are able to prevent conflicts and defend the territory of Ukraine.
2-A “multinational European force in Ukraine”, composed of contributions from willing nations, within the framework of the Alliance of the Willing, supported by the US. Its purpose would be to help “regenerate” Ukraine’s military forces, secure Ukraine’s air and maritime space, including operations inside Ukraine.
3-A systematic ceasefire monitoring mechanism led by the US and with international participation, to provide early warning of any future attacks and to respond to any violations with a mechanism for joint de-escalation actions, for the benefit of all parties.
4-A legal commitment, subject to relevant national procedures, to take measures to restore peace and security in the event of a future armed attack. These measures may include armed force, informational and logistical assistance, economic and diplomatic action.
5-Investments related to Ukraine's future prosperity , including the allocation of significant resources for recovery and reconstruction, as well as mutually beneficial trade agreements, taking into account the need for Russia to compensate Ukraine for the damages caused. In this spirit, Russian state assets in the European Union are frozen (indefinitely).
6-Strong support for Ukraine's membership in the European Union.
At the same time, European leaders expressed their support for President Zelensky and for any final decisions he makes on specific issues in Ukraine.
They stressed that international borders should not be changed by force. Decisions regarding territories belong to the people of Ukraine, once strong security guarantees are effectively implemented. They also agreed that some issues should be resolved in the final stages of negotiations. They underlined that they would support President Zelensky in consulting with his people, if necessary.
For the leaders, who co-signed, it is clear that, as is the case with any agreement, nothing is agreed until everything is agreed, and all parties must work intensively towards a solution that can ensure a lasting end to the war. For them, it is also clear that any agreement must safeguard long-term security and Euro-Atlantic unity, as well as NATO's role in providing a strong defence. It is underlined that any elements affecting the EU and NATO will be discussed between EU and NATO members respectively.
The leaders also agreed to continue to increase pressure on Russia to negotiate seriously. The leaders also pledged to work towards further rapid progress in the coming days and weeks to jointly conclude and adopt a lasting peace agreement. They reaffirmed their strong support for President Zelensky and the people of Ukraine in their fight against Russia’s illegal occupation and in achieving a just and lasting peace./ Pamphlet
