The Parliament of North Macedonia started the plenary session on constitutional changes on Friday. At the request of the European Union, after a compromise with Bulgaria, North Macedonia must include the Bulgarian minority in the Preamble of its Constitution. But, for this, two-thirds of the votes in the parliament are needed, and without the support of the opposition VMRO, the changes cannot be made. The latter has spoken out against the changes, while accusing the government of acting according to the "Bulgarian dictate"
The Parliament of Macedonia met to discuss the amendment of the Constitution to include the Bulgarian minority in the Preamble, a condition from the European Union that, if approved, would enable the continuation of the second phase of the country's EU membership talks.
But, for this, 2/3 of the votes in the parliament are needed and the parliamentary majority is not there, while without the votes of the opposition VMRO-DPMNE, this change cannot be realized. VMRO says that the process is being done according to the Bulgarian diktat. She accuses the government of betraying Macedonian national interests.
Meanwhile, Prime Minister Dimitar Kovacevski, who is also the chairman of the Social Democratic League, says that this government does not need the necessary 80 votes to survive, but for the country's integration and European path.
"This decision has a high state dimension and for that reason, vision and wisdom are needed. We assure you that this decision is the best possible; it does not risk, but opens perspective and avoids isolation; it offers the last chance and prevents the counting of seats, injustice, criminality and corruption", said Mr. Kovacevski, during the presentation of the text for the amendment of the Constitution.
His speech was followed by applause from the parliamentary majority.
"If the change of the Constitution was a Euro-integrating factor, today we would preside with the European Union, but this is not the case", said VMRO deputy Gordana Siljanovska.
The Macedonian opposition insists on the organization of early elections as the only option for moving the processes forward. Its president, Hristijan Mickovski, said in a recent television interview that "even if Macedonia were to fulfill Bulgaria's condition, no one guarantees, according to him, that the country will become part of the European Union".
However, this rhetoric of VMRO is opposed by the Social Democratic League and the ruling Albanian parties:
The Democratic Union for Integration says that the plenary session on the various constitutional issues will be decisive for the European future of North Macedonia.
The Speaker of the Parliament, Talat Xhaferi, said that based on the working regulations of the Parliament, a full discussion is held on the proposal to start amending the Constitution, which can last at most ten working days.
On the other hand, some Albanian MPs demand that during this process the terminology of "20 percent" which refers to the Albanian language and Albanians in the Constitution and which is viewed as contemptuous by Albanians, but the parliamentary majority has already expressed itself as a primary issue now is the introduction of the Bulgarian minority in the Preamble. / VOA
