In recent months, President Donald Trump has deployed a large military force to the Caribbean to threaten Venezuela. Until now, the president has used this arsenal - an aircraft carrier, at least seven warships, dozens of planes and 15,000 troops - to launch illegal attacks on small vessels that he claims are transporting drugs.

Meanwhile, in the early hours of today, Trump escalated this campaign dramatically with the capture of President Nicolas Maduro, as part of what he called "a full-scale attack" against Venezuela.

Few people have any sympathy for Maduro in principle. He is an undemocratic and repressive leader who has destabilized the Western Hemisphere in recent years. The UN recently released a chilling report detailing the killings, torture, sexual violence, and arbitrary arrests committed by his men against political opponents.

He also stole the 2024 election, and has caused an economic collapse that has forced nearly 8 million people into exile. And yet, if there is one lesson the past century of American diplomacy has taught us, it is this: trying to overthrow even the most hated regime can make things worse.

The United States failed for 20 years to build a stable government in Afghanistan and replaced a dictatorship in Libya with a fractured state. The tragic consequences of the war in Iraq (2003) continue to haunt America and the Middle East.

Closer to home, the US’s violent interventions in Chile, Cuba, Guatemala and Nicaragua have left scars of destabilization that have yet to heal. Trump has yet to provide a rational explanation for his actions. But the fact is that he is pushing the country into an international crisis without a compelling reason.

If the president thinks he's right, the Constitution makes it clear where he should go: to Congress. Without Congressional approval, his actions are simply violations of American law.

The administration's official justification for this "military adventure" is the fight against "narco-terrorists."

Historically, governments have labeled rivals as “terrorists” to justify military interventions as “police operations.” This claim in the case of Venezuela is almost laughable, as the country is not a significant producer of fentanyl (the cause of the US overdose crisis), and the cocaine that passes through it is mainly destined for Europe.

While Trump is hitting Venezuelan ships, he didn't hesitate to pardon Juan Orlando Hernandez, who ran a massive drug ring while president of Honduras. A more candid explanation of today's operation is found in Trump's newly released "National Security Strategy."

It openly proclaims the right to completely dominate Latin America: "After years of neglect, the US will restore focus to the Monroe Doctrine, to confirm American supremacy in our Hemisphere."

Under the slogan “The Trump Consequences,” the administration vowed to bring troops back to the region, use deadly force against migrants, and block smugglers on the high seas. Venezuela appears to be the first victim of this “new imperialism.”

By acting without international legitimacy and legal backing, Trump is giving autocrats in China and Russia a gift to justify aggression against their neighbors. Above all, he is repeating the arrogance that led to the disaster in Iraq.

When he was running for president, Trump seemed to understand the dangers of military overreach. In 2016, he sharply criticized George W. Bush's folly in Iraq, and in 2024 he promised: "I will not start wars. On the contrary, I will stop them!"

Today, he is breaking those promises and doing so in violation of the law. Bush himself once sought congressional approval for Iraq. Trump, meanwhile, has not the slightest “fig leaf” as a legal cover for his attacks. Congressional debate is not just a procedure; it is a democratic defense.

Because it forces the president to confront the public and members of Congress who are held accountable for their votes. In the case of Venezuela, such a debate would expose the weakness of Trump's arguments.

Legal and military experts reject the idea that some boats involved in smuggling and illegal trafficking pose an “imminent threat” to America’s existence. Our suspicion is that Trump is avoiding Congress, knowing that there is skepticism even within his own party.

Senators like Rand Paul and Lisa Murkowski have already called for limiting his military powers. Finally, Trump's attacks blatantly violate international law. By sinking boats and killing people on mere suspicion, without any due process, he is violating the Geneva Conventions.

As David French rightly wrote: “What separates war from murder is the law.” When the US Navy fires a second time on drowning sailors, even that dividing line disappears. America's national interest is not protected by chaos.

Venezuela is not the Panama of 1989. It is a much more complex country. Even with Maduro’s capture, his generals and paramilitary groups (like the ELN or the “colectivos”) will not give up easily. Such destabilization could shake up energy markets and trigger a new wave of refugees.

We share Venezuelans’ hope for freedom. But history has taught us that there are no easy solutions through force. Donald Trump’s adventurism risks only bringing more suffering to the Venezuelan people and lasting damage to America’s credibility in the world.
