Why is Trump powerless to exert economic pressure on Russia?

Finance and security expert Tom Keatinge said that US President Donald Trump seems surprisingly reluctant to exert maximum economic pressure on Russia, despite such measures being the best chance to exert influence over the Kremlin.

Tom Keatinge, director of the Centre for Finance and Security at the Royal United Services Institute, said the 'economic dimension' of yesterday's Trump-Putin summit is perhaps what Trump had most to offer.

Keatinge said that ahead of the meeting, Trump used a series of contradictory economic signals, mixing "carrots" like investment deals and sanctions relief with "sticks," such as tougher sanctions and more tariffs on Russia's oil trading partners.

Despite these efforts, the status quo remains, with comments after the summit offering no information on whether Trump threatened further economic pressure during the Alaska meeting, Keatinge said in a statement.

"All eyes will now turn to the imminent imposition of 25% tariffs on India for buying Russian oil," he said of the additional tariffs that Trump announced earlier this month as punishment for importing Russian oil and gas from India.

"In short, with Russia's economy in trouble, Trump remains surprisingly unwilling to exert maximum economic pressure on Russia, which means that summits like those held yesterday are more likely to bring the success that Donald Trump wants," Keatinge said.
