
The Kremlin has called for calm in Nagorno-Karabakh after Azerbaijan launched a military operation there, saying Baku and Yerevan should start negotiations for a resolution to the conflict.
Azerbaijan has said it must restore constitutional order and expel Armenian military units from Nagorno-Karabakh, which is largely controlled by ethnic Armenians with support from Yerevan. Armenia, Russia's official ally, has denied having forces in the area.
" We are concerned about the sudden escalation of tensions and the beginning of hostilities. The first thing for us, against the background of the military operation carried out by the Armed Forces of Azerbaijan, is to ensure the safety of the civilian population of Karabakh," he told reporters . Kremlin spokesman Dmitry Peskov.
He added that the Russian military was in contact with Baku and Azerbaijan and that Moscow was encouraging talks.
" Our army is working to return the settlement process to the political and diplomatic path. We invite everyone to respect the provisions of these documents, of course, taking into account these new realities, namely the fact that the Armenian side recognized the territory of Azerbaijan in in 1991 ," Peskov said, adding that the basis for the talks is the Russian-brokered ceasefire agreement that ended the war in 2020, in which Azerbaijan made significant gains.
