French President Emmanuel Macron spoke from Paris via video conference as the Coalition of the Willing summit begins.
Addressing participants both in person and virtually, he said the group should continue to support Ukraine's energy sustainability and continue to put pressure on Russia.
"US sanctions are clearly a turning point. The effectiveness of sanctions should clearly affect the financing of the war for Russia ," he said.
Macron added that the coalition has achieved much to address Russia's shadow fleet, which he described as a perfect complement to sanctions.
