The White House has warned Israel against launching offensive operations in southern Gaza until it presents a clear plan on how to deal with the hundreds of thousands of civilians who have fled south amid fierce fighting in the north.

The Israeli military, which has said the Hamas leadership has also fled south, is likely to move into the southern enclave, according to White House deputy national security adviser Jon Finer, who added that the country has "the right" to do so, despite serious concerns.  

" We think their operations should not go forward until those people, those additional civilians, have been accounted for. We will take that directly to them ," he said.

Finer told CBS' "Face the Nation" that Israel should learn from its operations in the north and focus on "greater and expanded protections for civilian life." Finer suggested narrowing the area of ​​active combat and clarifying where civilians can seek refuge from the fighting.

Washington also said it was gathering information about Saturday's attacks on a United Nations-run school used as a shelter in Gaza.

" What I can say at this point - and we are also in contact with the Israelis to try to find out what they know about what happened - is that if harm were to be done to innocent civilians taking refuge in a country of To the UN, that would be totally unacceptable ," Finer said.

A spokesman for the UN Relief and Works Agency (UNRWA), which runs schools in Palestinian refugee camps and serves as the main UN aid agency in Gaza, confirmed the attack on Saturday.

Finer said he could not assess whether Israel took US President Joe Biden's advice not to be driven by anger in retaliating for Hamas attacks. The spokesman could not confirm what caused the explosion, or who was responsible.
