EU countries approve ban on Russian gas imports, states that voted against

European Union countries have given final approval to a plan to halt Russian gas imports by the end of 2027.

The move makes legally binding the bloc's promise to cut ties with its former gas supplier, nearly four years after Russia's invasion of Ukraine in 2022.

European affairs ministers approved the measure at a meeting in Brussels on Monday. Slovakia and Hungary voted against it.

Hungary said it would take the measure to the Court of Justice of the European Union.

The move required approval from a large majority of countries to overcome opposition from Hungary and Slovakia, which remain heavily dependent on Russian energy imports and want to maintain close ties with Moscow.

The agreement stipulates that the EU will ban imports of Russian liquefied natural gas by the end of 2026 and imports via pipelines by September 30, 2027.

The law allows this deadline to be extended until November 1, 2027, if a country has difficulty paying for its gas reserves with supplies from outside Russia before the winter season.

Russia supplied more than 40% of the EU's gas before the war in Ukraine. That share fell to around 13% in 2025, according to the latest available EU data.
