Ukrainian President Volodymyr Zelensky on Wednesday revealed details of the latest US-led plan to end the war with Russia, saying it had been agreed between negotiators from Kiev and Washington and sent to Moscow for comments.
According to the Kiev Independent , Zelensky said the document would be supplemented by other bilateral agreements between the United States and Ukraine on security guarantees and post-war reconstruction.
He did not publish a draft of the peace proposal, but outlined its content point by point during a press conference in Kiev.

The disagreements center on provisions 12 and 14 of the 20-point proposal. Both deal with issues that Kiev calls existential: territories and the future of critical infrastructure.
Below is an exact transcript of Zelensky's description of the plan, according to media reports in Ukraine.
The 20-point plan
-The sovereignty of Ukraine will be confirmed. We declare that Ukraine is a sovereign state and all signatories to the agreement confirm this with their signatures.
-This document constitutes a full and unconditional non-aggression agreement between Russia and Ukraine. To support long-term peace, a monitoring mechanism for the line of contact through unmanned space monitoring will be established, to provide early warning of violations and to resolve conflicts. Technical teams will agree on all details.
-Ukraine will receive strong security guarantees.
-The Armed Forces of Ukraine will remain at 800,000 personnel in peacetime.
The US, NATO and the European signatory states will provide Ukraine with security guarantees that reflect NATO's Article 5.
-If Russia attacks Ukraine, in addition to a coordinated military response, all global sanctions against Russia will be reinstated.
If Ukraine attacks Russia or opens fire on Russian territory without provocation, the security guarantees will be considered invalid. If Russia opens fire on Ukraine, the security guarantees will come into force.
-Bilateral security guarantees are not excluded from this agreement.
Russia will formalize a non-aggression policy towards Europe and Ukraine in all necessary laws and documents required for ratification.
-Ukraine will become a member of the European Union within a specified period and will receive short-term privileged access to the European market.
-A strong global package for the development of Ukraine will be created, set out in a separate agreement on investments and future prosperity. This will include: Creation of the Ukraine Development Fund for investments in high-growth sectors, including technology, data centers and artificial intelligence.
-Cooperation between the United States and American companies with Ukraine to restore and develop, modernize, and operate Ukraine’s gas infrastructure, including pipelines and storage facilities.
-Joint efforts to rebuild war-torn areas, restore, and modernize cities and neighborhoods.
-Infrastructure development.
-Extraction of minerals and natural resources.
-The World Bank will provide a special financing package to provide funds to accelerate these efforts.
-Creation of a high-level working group, including the appointment of a global financial leader as a prosperity administrator, to organize the implementation of the strategic recovery plan.
-Creation of several funds for the recovery of the Ukrainian economy, reconstruction of damaged areas, and humanitarian issues.

*The parties agree to respect the rules, guarantees and obligations of the 1949 Geneva Conventions and their Additional Protocols.
*After reaching agreements on territory, Russia and Ukraine will not change them by force.
*Russia will not prevent Ukraine from using the Dnipro River and the Black Sea for commercial purposes.
*A humanitarian committee will be established to resolve outstanding issues.
*All prisoners of war and civilians, including children and political prisoners, will be returned.
*Ukraine must hold elections as soon as possible after the signing of the agreement.
*This agreement has legal force. Its implementation will be monitored and guaranteed by the Peace Council, chaired by President Trump. Ukraine, Europe, NATO, Russia and the US will be part of the mechanism. Sanctions will be applied for violations.
Once all parties agree, a full ceasefire will enter into force immediately.
