Prime Minister Edi Rama approved the law to reopen online betting without any debate, but he has run into a real impasse over the distribution of licenses. The reason: dozens of his friends, family members and old clients who have been in the business for decades have flocked to the sector, as well as others who see the sector as a sure source of profits.

According to data provided to "Pamphlet" by the Ministry of Finance, 37 applications for online betting licenses have been made to the Gambling Supervisory Authority. Of these, 25 are from companies controlled by Rama's clan and family members, while 14 are Albanian and foreign companies that claim to operate in accordance with international standards.

But according to the law approved by the government itself, only 10 licenses can be granted, and those only to Albanian companies with majority foreign ownership, which will operate within the territory of Albania.

The impasse arose precisely here: 25 applicants are "from Babloku's house", while the other 14 applicants are certified and meet all the criteria. Faced with this pressure, Rama himself has given an order to suspend the licensing process, as he cannot decide who to "leave out".

According to confidential sources, this situation has caused a silent tussle among members of Rama's clan to seize these 10 licenses. This suggests that the prime minister has made secret promises to everyone in advance, encouraging them to apply with the belief that they have "fixed it."

One of the licenses is being requested by the Albanian Football Federation, claiming that it manages the sports activity that is the subject of betting. Two other licenses have been requested by the Association of Sports Betting Companies, led by Artan Shyti, who has been one of the strongest voices for the return of betting, both in the media and through direct lobbying of Rama himself.

But most importantly, 3 licenses have been pre-determined for Rama's family group: Olsi Rama, Gaz Demi, Endri Meksi and Fidel Ylli.

They have applied through the company "Moligix", with declared owner Endri Meksin and hidden partner Olsi Rama. This company currently owns the concession for monitoring online betting, and cooperates with foreign companies "Admiral Sportwetten GmbH" and "ATSI Spolka Akcyjna".

On the other hand, Fidel Ylli has sought a license on behalf of the Albanian Olympic Committee, even though he has had documented stakes in several sports betting companies in the past. He has openly lobbied the Assembly and closed-door bargaining with the Prime Minister to guarantee his position in the new market.

Of the 10 licenses allowed by law, if these 8 predetermined for "relatives" are removed, Babloku only has two left to distribute "outside the circle". But even those, according to sources from the Ministry of Finance, will go to Dajlan Avdia, the businessman known for building the Sahati tower in Tirana, beneficiary of the permit to build a resort on 60 hectares of state land in the area of ​​​​Lëkurës Castle in Saranda, and a person with strong connections to dark financial circles./ Pamphlet
