One of the corrupt affairs that Prime Minister Edi Rama has carried out, with criminal economic content against state assets, is the robbery of 820 thousand m2 of land from the Durrës Sea Port, donating it to the Arab mafia, represented by Mohamed Alabbar.
The prime minister promoted the donation of this land by the sea as an alleged national economic development, with a 2 billion Euro tourism project, to make Durrës like Dubai.
Time has shown that it is simply a business of building palaces and towers with 15 thousand apartments, hotels, shopping centers and private yacht harbors, which will be sold, used and profited by the Arab mafia and the Albanian government mafia.
To mask the crime of robbing 820 thousand m2 of state land by the sea in Durrës, Prime Minister Edi Rama created the fictitious company "Albanian Seaports Development", 67% owned by Mohamed Alabbar and 33% owned by the Albanian government.
According to information from the Ministry of Finance, the company "Albanian Seaports Development" has not completed any objects so far, but with preliminary reserve contracts, Mohamed Alabbar has sold hundreds of apartments, offices, commercial units and garages in the air and continues.
By December 15, 2024, Alabbar had collected 75 million Euros from the sale of objects in the air, a value which, according to reports from anti-mafia agencies, was illegally transferred abroad through non-banking financial agencies and post offices.
According to the partnership in the company "Albanian Seaports Development", the Albanian government is a 33% partner with the mafia group "Alabbar" in the construction complex business in Durres and should have its share of the profits.
But according to information from the Ministry of Finance, Alabbar has not given a single cent to the Albanian state from the 75 million Euros it has collected so far from the sale of buildings in Durrës, when according to the 33% partnership contract, it must give it 22.7 million Euros net.
According to the contract, the Albanian government should receive 33% of the sales value, without financing a single cent for the construction of 15,000 apartments, hotels and shopping centers, because it has given 820,000 m2 of land to the "Alabbar" group for free and has waived 240 million Euros in taxes and profit taxes.
The theft of 22.7 million Euros was allowed, signed by administrator Erlis Hereni, former advisor to the Prime Minister, director of tenders, director of the Expropriations Agency and advisor to the Ministry of Energy and Infrastructure.
His actions were secretly approved by the board of the state-owned company "Albanian Seaports Development" of the "Alabbar" buildings in Durres, with the current director being the former Director of the Port of Durres, Pirro Vengu, who has been Minister of Defense for 8 months./ Pamphlet
