Since the beginning of the week, there has been a strange discussion about the multifunctional tower that has started to be built in the center of Tirana.
It is about the 64-story tower "Tirana Multifunctional Center" behind the Palace of Culture, the foundations of which have started.
After a protest by Arlind Qorri's party, the media near Edi Rama launched an attack against Sali Berisha, accusing him that his son Shkëlzeni is behind the Kulla investors. Everything is invented from a story, so much so that they have turned it into an issue that attacks Berisha, to listen to Rama. Berisha's side denied the ownership, but did not dare to oppose the project.
Rama and Veliaj have made the decision. Sali Berisha and Ilir Meta seem to have been sponsored for this day to remain silent. Those who shout the most: Mero Baze, Carlo Bollino, or other supporters of Edi Rama, seem to have a definite goal.
By bringing out the Berisha gogol, they are aiming to include in the construction of the tower the group of investors like Lad Kosta of the Vodafone Tower, the former deputy of the Socialist Party, who has lost all contact with Edi Rama for a long time.
That there is a truth here, it seems square. And this truth is that Sali Berisha, but also Ilir Meta, did not speak against the construction of this tower either in March when the project was approved or now.
And this happens, because the group that is building it has been one of the financiers of Foltore since its beginning in December 2021. But Shkëlzen Berisha is being used simply as a 'smoker' to draw real attention to the scandal and problems that has complicated this issue.
The financial investment group of this tower has not only this big project in the center of Tirana, but also at least three other big ones. It is about the White Tower at the Municipality of Paris, Tirana Entry 1 and 2 at the intersection of Casa Italia, as well as the Garden Building on Rrugën e Kavaja, near the intersection of 21 December.
The company that has undertaken all these things, meanwhile, is also building voltaic parks in several places in Albania, receiving huge contracts from the government for a lifetime. It is surprising that this company is not an enterprise that has a large financial turnover or a high number of employees and equipment. All these giant projects do not exceed the amount of 200 million euros.
So who has the money to build the tower?
The man who did all the negotiations, like with the land owners, not only in the tower of the Palace of Culture, but also in the one at 21, which was designed by Casamonti, is the famous Gimja of redbull, or Agim Zeqo.
In appearance, the names of Ilir Shtufi and Gerian Kuka have been mentioned next to Zeqo, where one is also the majority shareholder of Nova Constructions. Which in all likelihood has the function of a studio used by large investors, who usually do not enter with their company's finances and papers in large multi-million projects. The reason for this is clear, both for the withdrawal of large bank loans and to avoid possible seizures by banks or judicial bodies, but also for fiscal benefits.
In Albania there are many construction studios that act as funnels for big investors in big competitions. The administrators in this case are representatives of the oligarchs in the full sense of the word, who carry out both the negotiations with the owners, but also with Bablok.
In the current case, as in the case of the 21st Tower and the one in the center of Tirana, it is learned that the biggest part of the mystery lies in the large amount of money that is circulating, and where it is likely to be about groups interested in cleaning money coming from traffic.
