Ervin Luan Mata, declared internationally wanted by SPAK since November 2023 in the context of the "SKY-ECC Metamorphosis" file, continues to earn millions from public funds in Albania. Accused of drug trafficking, money laundering and participation in a structured criminal group with activities in organizing and financing murders, Mata not only remains free, but continues his economic activities in the country.
In an unprecedented act of defiance of justice, state institutions continue to provide public funds to the trafficker wanted by SPAK through dubious tenders.
On April 28, 2025, the "Mother Teresa" University Hospital Center (MUT) in Tirana announced in the Public Procurement Bulletin that it had conducted a tender procedure for hotel services worth 81 million lek.

This tender was won by the “Victoria” hotel owned by Ervin Mata, a business formally registered in the name of his father, Luan Mata. The tender procedure was predetermined, as Mata's entity was the only participant and was declared the winner with an identical bid of 100% of the limit fund.
According to official documentation, the service that the "Victoria" hotel will provide to the QSUT is catering for the hospital's management staff, a service that has been provided repeatedly to Ervin Mata's business since 2023.
In contracts and invoices, it is fictitiously noted as “hotel service”, as if QSUT officials sleep in the trafficker’s hotel in the center of Tirana. In reality, the hotel has been continuously used by the government, ministries and high state institutions for national and international conferences against corruption, organized crime and on national security issues. Working meetings of SHISH structures, the General Prosecutor’s Office and the State Police have even been held there.
Meanwhile, the Albanian justice system is not taking any concrete measures to seize the millions of euros worth of assets that Ervin Mata owns in Tirana and on the coast. Even though these properties were documented to have been built using money from international drug trafficking, SPAK has not yet taken action to confiscate them.
This scandal is a clear indication of the capture of state institutions by the mafia and organized crime, turning into an open challenge to the justice system in Albania. The silence of the responsible institutions in this case is a clear complicity that must end immediately./ Pamphlet
