The Special Prosecutor's Office has decided to investigate the file of "Xibraka" in complete secrecy. Despite the Prime Minister's messages and warnings, the Special Prosecutor's Office decided to move after the facts published in the media and the accusations that the Prime Minister's brother has connections with the famous cocaine laboratory.
SPAK has started verifications for non-actions with file 335/1. Calling it proceeding no. 88 of 2024, SPAK will investigate why the part of the file, which talked about the mysterious character, which could not be discovered by the prosecution and the police, was closed in silence. So in short, those who closed the file will be investigated first and then we can go to the new evidence. Since it is such a sensitive file, SPAK seems to be doing it in total secrecy. The prosecution has decided not to provide any details on this case even through official requests.
In the register of requests and responses published by SPAK itself, there were several letters for information on this file and the answer was clear: " Following the communication as well as in response to this request, the Special Prosecutor's Office does not have any information about communicated ". So unlike in every other case where SPAK states that the case is under investigation or there is investigative secrecy, in the case of "Xibraka" it preferred not to say anything.
But this file seems to be a test for the prosecution. Prosecutors are investigating why their former colleagues in Serious Crimes closed the file. So they themselves have to come to a conclusion and the file cannot pass in silence. Also, SPAK should dot the "i" and say whether the prime minister's brother is related to drugs in Xibraka or not. Gazmet Bardhi directly accused him, while Olsi Rama sued him for false reporting.
The simplest route that SPAK can follow is to contact allies in Germany. The investigation into Xibraka was started by them and they have photos, videos, wiretapping and everything else. So the Germans can say whether or not the mysterious person is Osi Rama.
"Bild" itself wrote a few days ago that the Federal Office of the German Criminal Police had to set up its investigative group in Albania and Kosovo, which according to them has been successful so far.
