There is no value in clarifying how many problem loans there were in 2014 and how much they decreased. There is no value in explaining the measures that were taken and there is no value in selling the success of reducing the percentage of non-performing loans.
The main question that is asked in the meantime is who won and who lost from the National Plan for the Reduction of Problem Loans? From the data available until 2020, we know that the second-tier banks sold 85 million euros of liabilities to Micro Credit Albania, and for this amount they were paid 5.2 million euros. So the banks recovered only 6.1% of the liabilities, a lot that compared to the level of their profits (divided by 16 which was the number of banks in that year) is negligible.
Banks also charge higher interest rates for loans without collateral, precisely because of the risk they calculate in these products. The effect of the loss from non-performing loans is spread to those that perform well, and as long as the system has been profitable, the level of bad loans has not been a problem.
Loans could be written off the balance sheet and without licensing debt collection companies, because the banks themselves recovered very little. Some raised capital and did not speak, as no one wanted to open the topic of loan corruption.
Therefore the question that must be raised is who gained from the Action Plan? Without a doubt, the winners would be the debt collection companies. Until 2020, it turns out that only the MCA entity had an operating profit of 10.7 million euros for loan portfolios purchased at the price of 5.2 million euros.
So who else has taken the risk, the losses have been paid by the bank and regular customers in the amortization of the interest rate risk, and the profits are taken by another entity. Can anyone explain the financial logic here? If not, the scheme has been built for the benefit of a group of people, who by exploiting the ignorance and powerlessness of citizens have plunged thousands of families into poverty!
